Motion carries 4 to 3 by electronic vote with Aguirre, Seybert and Foust opposing. <br /> MINUTE ORDER 11-107 <br /> Council took a break at 9:45 a.m. and resumed at 9:55 p.m. <br /> Dr. Bell presented the second staff report on the Human Senrices Financial Assistance <br /> (HSFA) (presentation on file). He also provided some historical information, funding <br /> options, peer review data and the options before Council. Dr. Bell went over funding <br /> options 1 and 2. He mentioned that staff unveiled a staff report from 1999 that clarified <br /> the funding commitment for two years, which was eighty thousand dollars ($80,000) <br /> over the two year period, but no agreement was found. <br /> Dr. Bell covered the historical funding sources which are the Community Development <br /> Block Grants (CDBG) and the General Fund contribution includes one hundred seventy <br /> six thousand dollars ($176,000) last year. He then shared some information about other <br /> San Mateo County cities that were surveyed for this purpose with the average <br /> contribution being $47,050. He said the current options before Council were based on <br /> the Council retreat. <br /> One Council Member was ready to make a motion to accept Option 1, because Shelter <br /> Network was located in Redwood City and she didn't want to leave them dry. Mayor Ira <br /> asked her to hold off on the motion since there were speaker cards. He also asked if <br /> the increase in CDBG funds were tied to the amount of funds that Shelter Network got. <br /> Dr. Bell confirmed it. Another Council Member asked if staff looked at the population in <br /> general or the demographics and all people below the poverty line. Dr. Bell responded <br /> that the results were based on the 13 answers provided through the survey. This <br /> Council Member was expecting some additional alternatives for funding and finding <br /> ways to fund this going forward. Dr. Bell said that further vetting may be required but <br /> what was before the Council tonight was what it had given direction to have come back <br /> tonight. He said that the reserves were also mentioned and this would be looked at in o <br /> the future. Another Council Member was confused on the recommendation from staff <br /> and he wanted to confirm that there was no recommendation from staff. Dr. Bell said <br /> that there were options before Council but no real recommendation from staff. This <br /> Council Member noted that his expectation was to have a recommendation in terms of <br /> how to continue to fund HSFA but phasing it out over the next three years. Dr. Bell <br /> explained that staff was not providing a recommendation but there were two options <br /> before Council. This Council Member also noted that he had seen a letter/agreement <br /> from a Mayor from the 1980s and he wished that letter was discovered. Dr. Bell said <br /> that the letter had not been uncovered even,though efforts were made through the City <br /> Clerk's office and other departments. <br /> Public Comment <br /> Chris Canter from Shelter Neiwork shared an email from former City Manager Ed <br /> Everett regarding the matter. He read excerpts from the email which included Mr. <br /> Everett's recollection of the issue. The email spoke about moral commitment and how <br /> Jack Greenalch was adamant in honoring those as sacred.
