Goettef <br /> RE: Technical Support for FEMA FY2012 PDM Grant Application <br /> DATE: July 15, 2011 <br /> Rwi`f.wkR4fefextex4rt�k4x�txxrr�k+txi.fnt�tR�F*�t*fr**xR*x:Htx*fMwieintxx*xw�FinFx RAxxf wwrw�FR+4wf.+rr <br /> Proposed Scope of Work <br /> The following tasks will be completed as technical documentation in support of a <br /> prospective application from Redwood City to FEMA for FY 2012 Pre-Disaster <br /> Mitigation (PDM) mitigation grant funds for pump station upgrade. <br /> 1) Review and comment on draft of Redwood City's NOI submission to Cal-EMA. <br /> 2) Site visit to the area which will benefit from reduced frequency and severity of <br /> flooding to better understand the inventory at risk and to help estimate flood <br /> depths and damages. <br /> 3) Provide Redwood City with a detailed list of data necessary for the benefit-cost <br /> analysis and for the grant application. <br /> 4) Conduct benefit-cost analyses for the pump station upgrade, probably including <br /> separate analyses for flood benefits and seismic benefits, using the FEMA <br /> Version 4.5.5 BCA software, as required for all FY 2012 grant appiications. <br /> a. Goettel will develop flood depth-damage estimates for the buildings and <br /> in4rastructure at flood risk, drawing on FEMA standard relationships where <br /> possible. <br /> b. For the seismic part of the analysis, John Eidinger SE will conduct a site <br /> visit to evaluate the existing pump station and develop seismic fragility <br /> curves necessary for the seismic benefit-cost analysis. <br /> c. If the flood benefits only suffice to generate a benefit-cost ratio well above <br /> 1.0, then the seismic BCA may not be necessary. <br /> 5) Provide detaifed, robust documentation of each benefit-cost analysis in a BCA <br /> Executive Summary. <br /> 1 <br />
