' EXHIBIT A- Goettel 15000 GL I <br /> 6) Provide draft text for the technical sections of the FEMA E-Grants Application, <br /> including sections dealing with hazard, vulnerability, risk and benefit-cost <br /> analysis. Redwood City is responsible for the sections dealing with <br /> administrative data, cost estimate, schedule and environmental issues. <br /> 7) Review and comment on the draft final E-Grants application before submission to <br /> FEMA by Redwood City. <br /> 8) Project Deliverables will include: <br /> a) Benefit-cost analysis files exported from FEMA BCA software. <br /> b) BCA Executive Summary and supporting documentation. <br /> c) Draft text for E-Grants sections as summarized above. <br /> d) Above deliverables will be provided in electronic format only. <br /> Budget <br /> The budget estimate for this project reflects the complexity of the benefit-cost analysis <br /> which arises because the historical documentation of flood frequencies and severity of <br /> damages is meager and the level of flood risk from stormwater flooding is not <br /> adequately captured by the FEMA Flood Insurance Study and floodplain maps. Thus, <br /> the BCA will require a lot of estimates based on professional opinions which must be <br /> documented very thoroughly to establish the validiry and credibility of the estimates for <br /> the FEMA review panel. Also, counting the seismic benefits will require a separate <br /> benefit-cost analysis and separate documentation for FEMA. <br /> We will complete the Scope of Work outlined-above#or a not to exceed budget of: <br /> $15,000. Invoicing will be monthly,:at a rate for professional time of $191.00 per hour: <br /> for Kenneth Goettel: If necessary, the seismic evaluation of the pump station by John <br /> Eidinger will be completed for a fixed fee of $2,000, which is included in the not-to- <br /> exceed budget quoted above. Travel costs and other direct costs will be billed at actual <br /> cost with no markup. Per diem for travel and mileage costs will be invoiced at Federal <br /> per diem and IRS rates. <br /> The costs of engineering studies initiated after June 1, 2011 and of benefit-cost analysis <br /> and technical support for the grant application can be included in the mitigation project <br /> budget. If FEMA funds the project, then 75°Io of such costs are covered by FEMA. If <br /> not, then such costs are borne by Redwood Ciry. <br /> Schedule <br /> 2 <br />
