6.1.D. - Page 1 <br />REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br />September 12, 2011 <br />SUBJECT <br />Minor Amendment to Fiscal Year 2011 -2012 Annual Action Plan and Fiscal Year 2011- <br />2012 Community Development Block Grant and HOME Investment Partnership Act <br />Funding Agreements <br />RECOMMENDATION <br />1. Approve, by motion, a minor amendment to the City's Fiscal Year 2011 -2012 Annual <br />Action Plan. <br />2. Approve, by motion, 17 funding agreements with non - profit organizations and <br />authorize the City Manager, or his designee, to execute the agreements to allow <br />disbursement of Community Development Block Grant (CDBG) and HOME Investment <br />Partnership Act (HOME) funds for Fiscal Year 2011 -2012. <br />BACKGROUND <br />Minor Amendment to Fiscal Year 2011 -2012 Annual Action Plan <br />On May 2, 2011, the City Council approved the Fiscal Year 2011 -2012 Annual Action <br />Plan, the second Action Plan of the City's five -year Consolidated Plan for 2010 -2015. <br />The Action Plan identifies all sources of funding and specific activities recommended for <br />CDBG and HOME funding that meets the strategic objectives and quantitative <br />performance goals of the Consolidated Plan. <br />ANALYSIS <br />At the May 2, 2011 hearing, Council approval of the Action Plan for CDBG and HOME <br />funding allocations was based on staff estimates of HUD funding, as the City had not <br />received confirmation of final FY 11 -12 grant allocation amounts from HUD. On May 27, <br />2011, HUD notified the City of final grant amounts, and CDBG was $16,598 less than <br />estimated and HOME was $36,241 more than estimated. On June 28, 2011, the <br />Housing and Human Concerns Committee (HHCC) recommended the following <br />adjustments to the CDBG and HOME allocations and the minor amendment to the <br />Action Plan budget be forwarded to Council for approval: <br />• Reduce $3,319.60 from CDBG Administration (required reduction to the statutory <br />maximum of 20% of grant allocation). <br />• Reduce $2,489.70 from CDBG Public Services (required reduction to the <br />statutory maximum of 15% of grant allocation). <br />Reduce $10,788.70 from CDBG Housing - Home Improvement Program Support <br />
