D. - Page 2 <br />to offset the balance of the deficit, and recommend these funds be replaced in <br />September during the annual CAPER reprogramming of unused prior year funds. <br />• Increase HOME Administration (10% of entitlement) and the CHDO set aside <br />(15 %) to the statutory maximums, and increase the HOME Site Acquisition for <br />Affordable Housing to allocate the balance of the HOME entitlement. <br />CDBG Funding Agreements <br />The funding agreements included in this report are for non - profits identified in the FY <br />2011 -12 Action Plan that will provide various programs and activities for Redwood City <br />residents including affordable housing, homeless and human services, non - housing <br />community development and economic development. The specific list of the non - profit <br />organizations and the amount of each agreement is an attachment to this report. <br />ALTERNATIVES <br />The Council may choose to modify the recommendations and /or scopes of work of the <br />agreements. <br />FISCAL IMPACT <br />The City received $653,402 in CDBG funds and $398,241 in HOME funds for FY11 -12. <br />The total cost of these 17 agreements is $440,510.30, to be funded from the CDBG <br />entitlement; as approved in the City's FY11 -12 budget and the minor Action Plan <br />amendment. The remaining $212,891.70 of the CDBG entitlement was allocated to <br />Home Improvement Program Support and General Administration. The FY11 -12 HOME <br />entitlement was allocated to HOME Administration, CHDO Set -aside and Site <br />Acquisition for Affordable Housing. No General Fund resources are used to support <br />these programs or activities. <br />ENVIRONMENTAL REVIEW <br />All of the activities identified to be funded have been determined to be exempt or <br />categorically excluded under the National Environmental Protection Act (NEPA), or will <br />be subject to further reviews when specific sites are determined.
