6.1.A. - Page 1 <br />REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br />September 19, 2011 <br />SUBJECT <br />Purchase of One Regenerative Air Sweeper <br />RECOMMENDATION <br />Approve by motion, the purchase of one Tymco Model 600 regenerative air sweeper in <br />the amount of $226,456.84 from GCS Environmental Equipment Services, Inc. of <br />Sacramento, CA under the cooperative purchase provision of the City and County of <br />San Francisco's recent competitive bid number ITSF 11000582/CD. <br />BACKGROUND <br />Redwood City's Fleet Replacement Program is designed to provide a structure for <br />evaluating vehicles and equipment in order to replace them at the most economically <br />advantageous point in their life cycle. The Public Works Services Department's <br />Wastewater Management Services Division currently has a 1999 Tymco Model 600 <br />regenerative air sweeper which has exceeded its useful life and is scheduled for <br />replacement. A team representing the Fleet and the Wastewater Management Services <br />Division has been working on replacing this sweeper and agreed that the Tymco Model <br />600 regenerative air sweeper has been the most reliable sweeper that will meet the <br />rigorous demands of our street sweeping schedule. <br />While conducting extensive procurement research, staff from the Fleet Division found <br />that the City and County of San Francisco recently administered a competitive bid <br />process for the same piece of equipment, in which GCS Environmental Equipment <br />Services, Inc. was the lowest responsible bidder. The Redwood City Code, Chapter 2, <br />Article VII, Section 2.80 (B) "Open Market Purchases" allows staff to purchase from <br />vendor whose name has been awarded the same type of purchase contract by other <br />public agency after competitive bidding processes substantially equivalent to that <br />prescribed by the City Charter or Article. <br />The unit price per the City and County of San Francisco specification is $231,735.56. <br />After deducting the cost for optional equipment which is not needed for our operations, <br />the total price for Redwood City's unit will be $226,456.84. <br />ALTERNATIVES <br />Not approving this purchase would impact the operational requirements of the <br />Wastewater Management Services Division since their existing street sweeper is <br />
