Reauest for a Letter of Interest and a Statement of Qualifications A notice of intent in the form of a public announcement by way of advertisement in a newspaper of general circulation shall be made to solicit letters of interest and statements of qualifications for a design-buiid project. The announcement shall also be distributed through advertisement in pubiications that will insure adequate competition and opportunities for qualified entities. 8. Reauest for Qualifications — Qualifications Packa�e The Port shall provide and/or make available a request for qualifications package to applicant entities which submit a letter of interest. The response to a request for qualifications package shall include, inter alia, statements of qualification by credentials and experience of design component members for the areas of expertise specific to the project and statements of qualification by experience and resources for the construction team component. False or misrepresented information fumished in response to a request for qualifications package shall be grounds for rejection. 9. Qualiflcations Evaluation Committee A. A Qualifications Evaluation Committee shall evaluate the responses to the request for qualifications package received by the Port. B. Each member of the Qualifications Evaluation Committee shall make a written scoring of the evaluation criteria as set out in Section 10 below, and the scoring shall be available for public review. Such scores shall be considered a Public Record. 10. Evaluation Criteria The following generai criteria used by the Qualifications Evaluation Committee in evaluating responses to the request for qualifications package for design-build services shall apply to both the design and construction components of any responding entity. A. The familiarity and experience of the prospective bidder with the particular type of public work or improvement project designated in the questionnaire; and B. The sufficiency of personnel, equipment, materials and other facilities or resources of the prospective bidder to accomplish the work of the designated project within the time specified, and in conformance to the specifications thereof; and C. The qualification and capacity of the prospective bidder to obtain, if requested by the Port, perfortnance and payment bonds in the amount of one hundred percent (100%) of the cost of the contract for the designated project from a bonding or security company licensed to do business in the State of Califomia; and Page 3 of 6 Port Design Build 07/15/2011 R
