If inedical marijuana col[ectives are ailowed ta proceed witho�f <br /> appropriate review af location, operatian criteria and stan�ards, <br /> the collectives could conflict with rer�uirements af the General <br /> PIan, the City's zoning �rdinance, and forthcoming sfate iauv <br /> and City regulatior�s anct res�l# in irreversible incom�atibiiity of <br /> iand uses and adverse impacts on residents, businesses, and <br /> neighborhoods that present a cfear and immedia#e danger to the <br /> public health, safety, and weffare. <br /> J.
