7.A. - Page 54 <br /> ATTACHN�NT 3 <br /> Public Hearing's Purpose: <br /> ❑ Request for Planning Commission to: <br /> ■ Consider and Take in Public Testimony on the 2580 EI Camino Real Draft <br /> EIR for the proposed 141 unit infill, transit-oriented housing development <br /> ■ The Planning Commission will not make a decision on the Draft EIR at <br /> this time <br /> Background <br /> ❑ February 24, 2001 — March 25: City notification of public review period on Notice <br /> of Preparation (NOP) for Draft EI R and Scoping Session hearing before the <br /> Planning Commission. City staff received comment letters from Caltrans and a <br /> Mel's Bowl customer. <br /> ❑ March 1, 2011: Community Scoping Session — Planning Commission received <br /> public input on the NOP and environmental topics that should be included for <br /> study in the EIR <br /> ❑ November 23, 2010, April 26th and May 24th, 2011: ARC reviewed and <br /> unanimously recommended PC approval of the architectural design. <br /> ❑ August 12, 2011: 45-day public review period for the Draft EIR commenced. <br /> ❑ September 8, 2011: HRAC provided input to the Planning Commission on the <br /> Draft EIR Cultural Resources Chapter. HRAC Minutes, once approved, will be <br /> forwarded to the Planning Commission. The final EIR will also respond to HRAC <br /> input. <br /> ❑ September 13, 2011: Adams, Broadwell, Joseph & Cardozo (ABJC) on behalf o <br /> San Mateo Building & Construction Trades Council, brought to staff's attention <br /> that 2 attachments to Draft EIR Appendix G were missing. These attachments, <br /> missing due to a production error, do not represent new impacts that change the <br /> analysis/outcomes of the Draft EIR; rather, they are the raw data that supports <br /> the conclusions of the Draft EIR's Air Quality Chapter/Appendix G. ABJC <br /> requested &the City is granting a 30 day extension of the Draft EIR's 45 day <br /> public review period to allow ABHC time to review the 2 attachments. <br /> ❑ 2010-2011: Developer also held meetings with Redwood Oaks Neighborhood <br /> Association, immediate neighborhood, North Fair Oaks Community Council, <br /> individual property owners & Chamber of Commerce <br /> Project Description <br /> ❑ Demolish existing structures (with photos) on the 2.5 acre site and build a new <br /> 141-unit residential development (with map): <br /> ■ Heiqht: 4 stories along EI Camino tiered down to 3 stories at rear yard <br /> ■ Setbacks: 12'-14' from EI Camino Real, 30'-41' side and 30' rear <br /> ■ Parkinq: 232 parking stalls and storage for 47 bicycles <br /> ■ Vehicular Access: Provided from EI Camino via a right-turn-in/right-turn- <br /> out driveway along the southern edge of the property. <br /> ■ Hetch-Hetchy Parcel: Proposed as an open public sidewalk plaza <br /> ■ EI Camino Sidewalk: Widened from 7.5 to 12' with new street trees and <br /> decorative pedestrian scale lighting <br /> Shannon George from David Powers &Associates gave the following presentation: <br /> Draft Environmental Impact Report <br /> Page 2 of 16 <br />
