7.A. - Page 55 <br /> ATTACHN�NT 3 <br /> This project will result in less than significant impact in the areas of: <br /> ■ Aesthetics <br /> ■ Biological Resources <br /> ■ Hazardous Materials <br /> ■ Land Use <br /> ■ Transportation and Circulation <br /> ■ Energy <br /> ■ Greenhouse Gas Emissions <br /> ■ Public Facilities and Services <br /> ■ Utilities and Service Systems <br /> The project would have significant impacts in the areas of: <br /> ■ Geology (erosion) —from short term construction <br /> ■ Hydrology—from short term construction <br /> ■ Air quality—from short term construction <br /> ■ Noise —from short term construction and operational impacts <br /> ❑ All of these impacts would be mitigated to a less-than-significant level in <br /> conformance with applicable standard measures and project-level mitigation <br /> measures identified in the EIR. <br /> Removal of the Mel's Bowl Pole Sign: <br /> ❑ Would have significant unavoidable impact and would make a significant <br /> unavoidable cumulative contribution to the loss of a historic resource. <br /> ❑ The project includes mitigation measures such as relocation or salvage of the <br /> sign to reduce impact. Relocation of the sign to a comparable site along EI <br /> Camino Real would reduce the historic impact to a less than significant level, but <br /> because it is not known if a comparable location is available for relocation, the <br /> impact remains significant. <br /> HRAC Recommendation Summary <br /> ❑ HRAC members recommended that Planning Commission consider requiring <br /> additional preservation options for the historic Mel's Bowl pole sign even if the <br /> options do not mitigate the impact per CEQA such as: <br /> ■ Keep the sign on-site/incorporate the sign into the project elsewhere on <br /> the property, or <br /> ■ Require the developer to relocate the sign (vs. just advertise for someone <br /> to take the sign or allowing the sign to be salvaged or demolished) on <br /> another EI Camino property or on Woodside Road. <br /> Future Steps <br /> ❑ August 12-October 26, 2011: 75 day EIR Public Review/Comment Period <br /> ❑ Following Draft EIR 75 day public review period, City's consultant will prepare <br /> final EIR (that will include responses to public input) <br /> ❑ Fall/Winter: Planning Commission hearing to consider FEIR certification and PD, <br /> Vesting TM & Condo Permit approvals <br /> Elaine Breeze, Vice President of Urban Housing Group, spoke about UHG's goals of <br /> redeveloping the site into high-quality apartments. She stated the process is consistent <br /> with every applicable city, state, and regional plan and policy as documented in the Draft <br /> Page 3 of 16 <br />
