7.A. - Page 58 <br /> ATTACHN�NT 3 <br /> Acting Assistant City Attorney Skousen noted that the comments from the Historical <br /> Resources Committee are summarized in the staff report. <br /> Commissioner Schmidt stated he was referring specifically to what was being discussed <br /> at this meeting. <br /> Ms Skousen stated that she would be sitting as a Planning Commission member, not as <br /> a Committee Member, were she present. <br /> Commissioner Bondonno stated that he liked the idea of a plaque for the Mel's Bowl <br /> sign, but noted that a commemorative plaque is not a mitigation for removing the sign <br /> and destroying it. <br /> Commissioner Radcliffe noted that the plaque could be made to look like the Path of <br /> History that is downtown and could tie that together. She asked what the walking score <br /> is for the project. <br /> Commissioner Tabing asked if the sign has officially been designated as a historic <br /> resource. <br /> Ms. Riordan stated it is on a potential list and could be made a historic resource but <br /> currently it is not officially designated. <br /> Commissioner Tabing noted that that could tie up the proceeding of the project. <br /> Ms. George, of David Powers and Associates, the City's environmental consultant, <br /> noted that it is not on any designated registry for the city but is eligible for the California <br /> Register which under CEQA automatically makes it an historic resource and significant if <br /> it is removed. <br /> Commissioner Tabing noted that it technically is but council and commission have not <br /> acted on that. <br /> Ms. George stated that on a local level it is not officially designated. <br /> Commissioner Tabing asked if staff could talk through how the process would go, and at <br /> what point would the council make decisions based on whether the sign is a historic <br /> resource. <br /> Ms. Skousen stated that the draft EIR treats the sign as a historic resource and in order <br /> to approve the project the city council or planning commission would have to make a <br /> statement of overriding considerations which means they would find the benefits of the <br /> project outweighs saving the historical resource. Even though it is not on a list the draft <br /> EIR treats it as a historical resource. <br /> Commissioner Tabing stated that it seems as if at some point there will have to be an <br /> end point to that process and he is not clear on where it ends. <br /> Page 6 of 16 <br />
