6.1.C. - Page 1 <br /> RE PO RT <br /> To the Honorable Mayor and City Council <br /> From the Cit Mana er <br /> October 10, 2011 <br /> SUBJECT <br /> Design Services Agreement with Royston, Hanamoto, Alley & Abey (RHAA) for the <br /> Mezes and Jardin de Ninos Parks Renovation Project <br /> RECOMMENDATION <br /> Approve, by motion, the standard form design services agreement with RHAA for <br /> $93,203.00, and a 10% contingency for a total not-to-exceed amount of $102,524.00. <br /> BACKGROUND <br /> Mezes and Jardin de Ninos parks require improvements. This project will primarily <br /> address restroom facilities and play equipment at both parks. Mezes Park's existing <br /> restroom will be renovated, as it has surpassed its useful life and does not meet the <br /> standards of the Americans with Disabilities Act. Restrooms will be constructed at <br /> Jardin de Ninos Park, which currently lacks permanent facilities. Playground equipment <br /> at Mezes tot-lot and at Jardin de Ninos will be upgraded or replaced. The scope of this <br /> project also includes, but is not limited to, lighting upgrades for the basketball and tennis <br /> courts at Mezes Park, new signage at both parks, lighting upgrades at Jardin de Ninos, <br /> the addition of picnic areas, and other distinguishing features. The estimated cost of <br /> construction for Mezes Park is $425,000, for Jardin de Ninos Park, it is $225,000, for a <br /> total construction estimated budget of $650,000. <br /> ANALYSIS <br /> In April 2011, staff issued a Request for Qualifications to a select group of landscape <br /> architects. Based on the RFQ response, staff interviewed the top five firms. Staff <br /> determined that RHAA was the most qualified to provide the professional services <br /> required for this project based on their extensive design experience and inclusive public <br /> outreach program. The city selects service providers based on qualifications, not cost, <br /> to identify the firm best equipped to deliver an economical and successful project. <br /> RHAA staff has over 31 years of experience designing new parks and renovating <br /> existing parks for cities including San Jose, Santa Clara, San Mateo, Santa Rosa, Palo <br /> Alto, Windsor, and Davis. RHAA received the highest scores from evaluating city staff <br /> members when criteria including demonstrated success, professional qualifications, <br /> resources, sub consultants, and community experience were considered. Particularly <br /> notable are RHAA's non-traditional park designs that incorporate a theme, and their <br /> outreach effort which promotes the idea that community members are the true stewards <br /> of public spaces. <br />
