6.1.A. - Page 1 <br /> RE PO RT <br /> To the Honorable Mayor and City Council <br /> From the Cit Mana er <br /> October 10, 2011 <br /> SUBJECT <br /> 2011-2012 After School Program Services Agreements between the City of Redwood <br /> City and the Redwood City School District <br /> RECOMMENDATION <br /> Approve by motion and authorize the City Manager or designee to execute two 2011- <br /> 2012 After School Program Services Agreements between the City and the Redwood <br /> City School District. <br /> BACKGROUND <br /> The Parks, Recreation and Community Services (PRCS) Department, in partnership <br /> with the Redwood City School District, operates seven After School Learning Centers <br /> to over 1,000 children in Redwood City and the North Fair Oaks Area. These schools <br /> include: Fair Oaks, Selby Lane, Garfield, Henry Ford, Hoover, Hawes and John Gill. <br /> Services include after school tutoring, recreation and enrichment programming such as <br /> life skills and family education opportunities. The majority of funding for the programs <br /> comes from After School Education and Safety Program (ASES) State and 21St Century <br /> Community Learning Federal grants managed by the District. <br /> The City provides an after school program Coordinator on each site, and maintains a <br /> 1:15 ratio of Youth Development Leaders to children. The City also works with many <br /> other partners to provide quality activities and educational experiences. Program <br /> partners include: Redwood City 2020, Redwood City Family Centers, Hidden Villa, <br /> Tutorworks, YMCA, Stanford University, John Gardner Center, Police Activities League, <br /> Sheriffs Activities League, Boys and Girls Club, and others. <br /> There are two separate agreements, one that calculates "BASE" (school day) funding, <br /> and the other "SUPPLEMENTAL" (non-school day) funding. The BASE agreement <br /> would allow the City to receive a not to exceed amount of $876,979 from the School <br /> District based on anticipated attendance reimbursement. The SUPPLEMENTAL <br /> agreement would allow the City to receive a not to exceed amount of $115,544 based <br /> on anticipated attendance reimbursement. Together, the agreements allow for a total <br /> reimbursement to the City in the amount of $992,523.
