The City Council finds that this Ordinance is not subject to the California <br />Environmental Quality Act ( "CEQA ") and the State CEQA Guidelines (California Code of <br />Regulations, Title 14, Sections 15000 et seq., hereafter the "CEQA Guidelines "). This <br />Ordinance is not a "project" for purposes of CEQA, as that term is defined in CEQA Guidelines <br />Section 15378, because the Ordinance involves an administrative activity of the City of San <br />Bruno that will not result in direct or indirect physical changes in the environment, and instead <br />relates to general policy and procedure making of the city. Further, even if this Ordinance is <br />deemed a "project" and therefore subject to CEQA, the Ordinance is exempt under CEQA <br />Guidelines Section 15061(b)(3) because it is not a project which has the potential for causing a <br />significant effect on the environment. <br />Section 4. If any section, subsection, clause or phrase of this Ordinance is for any <br />reason held to be invalid, such decision shall not affect the validity of the remaining portion or <br />sections of the Ordinance. The City Council of the City of Redwood City hereby declares that it <br />should have adopted the Ordinance and each section, subsection, sentence, clause or phrase <br />thereof irrespective of the fact that any one or more sections, subsections, sentences, clauses <br />or phrases be declared unconstitutional. <br />Section 5. This Ordinance shall take effect and be in force 30 days after its adoption. <br />Section 6.
