7.A. - Page 4 <br />establishments including zoning is located on the City's website at the following <br />address: www.redwoodcity.orq /massage establishments map <br />Additionally, there are eight locations providing massage services that are either on <br />Woodside Road or El Camino Real that are solely within the County's jurisdiction. The <br />City has no authority over these businesses. The County is also in the process of evaluating its <br />massage regulations. The City and County will be meeting to discuss our respective ordinances <br />and enforcement of them in Redwood City and the unincorporated areas. <br />The City has both City - permitted massage workers and state - certified massage workers <br />employed in these establishments. An informal survey showed that most of the <br />massage workers in the City are state - certified: <br />City Permit + State License <br />City Permit Only <br />State License Only <br />2 <br />16 <br />59 <br />Currently, the Redwood City Police Department reports that it has not experienced <br />significant enforcement problems associated with massage establishments located in <br />the jurisdiction of Redwood City, although there have been problems with such <br />businesses in the County's jurisdiction. The Police Department's permitting and <br />enforcement program coordinated with the Planning Division review process thus far <br />have effectively regulated massage services within the Redwood City's jurisdiction, but <br />the Police Department expresses a somewhat increased concern with the <br />workers /establishments that are not state - certified. <br />Moratoria and Distance Requirements <br />Due to the downturn in the economy, the City continues to receive increasing numbers <br />of requests to establish massage service and various personal service businesses. <br />Some people in the community have asked whether the City may enact a moratorium or <br />distance requirements among massage businesses because they are concerned that <br />some massage businesses may be a front for prostitution or that too many businesses <br />of the same type devalue the area due to secondary negative effects. <br />A moratorium is a land use control invoked to address a "current and immediate threat <br />to the public safety, health, and welfare." (Cal. Gov't Code § 65858) It allows the City to <br />prohibit a use that may be in conflict with a contemplated zoning proposal that the <br />Council intends to consider or study within a reasonable time. Also, when a city can <br />show demonstrable negative secondary effects of over - saturation of a business type, it <br />may enact distance requirements. For example, the City of Corona enacted a <br />moratorium after issuing 105 citations that demonstrated non - compliance with local law; <br />the City of Belmont established a moratorium in late 2010 when it discovered that 37 of <br />46 licensed therapists in the City had attended "suspect" schools identified by the state <br />as conduits for sex workers; and the City of San Carlos created distance requirements <br />between financial institutions due to a proliferation of banks. <br />However, state law prohibits cities from enacting moratoria and other land use <br />regulations like distance requirements or even enforcing existing regulations against <br />4 <br />
