6.2.A. - Page 1 <br />REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br />October 24, 2011 <br />SUBJECT <br />Metropolitan Transportation Commission (MTC) Transportation Development Act (TDA) <br />funding for the Brewster Avenue Bicycle Improvements <br />RECOMMENDATION <br />1. Approve, by resolution, a request to the MTC for allocation of Fiscal Year 2011- <br />2012 "TDA Article 3" Pedestrian /Bicycle project funding and authorize the City <br />Manager to accept funds. <br />2. Approve, by motion, the allocation of MTC "TDA Article 3" grant funding for the <br />Brewster Avenue Bicycle Improvements Project. <br />BACKGROUND <br />The city, as part of single countywide application coordinated by City /County <br />Association of Governments (C /CAG), requested and received funding from MTC for <br />projects that exclusively benefit pedestrians and /or bicyclists. This funding is known as <br />"TDA Article 3" funding. The city has one project which currently meets MTC's criteria <br />for "TDA Article 3" funding eligibility. On August 8, 2011 C /CAG informed the city that <br />this project would be funded. <br />The project that qualifies for "TDA Article 3" funding is the Brewster Avenue Bicycle <br />Improvements Project. This project proposes to install bicycle facilities along <br />approximately 1.1 roadway miles on Brewster Avenue (between Broadway and <br />Alameda de las Pulgas) and on Broadway (between Brewster Avenue and El Camino <br />Real). The project includes installation of new Class II bike lanes on Brewster Avenue <br />(between Broadway and Elwood Street) by re- striping the existing four vehicle lanes <br />configuration into three lanes; and on Broadway (between Brewster Avenue and Arch <br />Street) by realigning vehicle lanes. Sharrow pavement markings, "Share the Road" and <br />bike route signage will be installed on Brewster Avenue (between Elwood Street and <br />Alameda de las Pulgas) to clearly designate a Class III bike route. New bike - sensitive <br />detectors and pavement markings will be installed at the signalized Brewster /Broadway <br />intersection. <br />ANALYSIS <br />The addition of bike lanes, sharrows, signage, and bike detectors will promote safety for <br />both bicycle and vehicle traffic on Brewster Avenue, which along with added <br />convenience for bicyclists, will encourage more bicycle use in the area and supports <br />
