6.2.D. - Page 1 <br />REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br />October 24, 2011 <br />SUBJECT <br />Resolution amending specific City of Redwood City job descriptions <br />RECOMMENDATION <br />It is recommended that City Council approve a resolution to amend the following job <br />descriptions in the Public Works Services Department to include wastewater collection <br />system certification requirements: Public Workers Maintenance Worker 1 /11; Public <br />Workers Maintenance Worker III; Lead Public Works Maintenance Worker; Utilities <br />Worker; Utilities Specialist. <br />BACKGROUND <br />The City and the Union representing these classifications, SEIU, worked together a few <br />years ago to provide one -time incentives for current employees to obtain this optional <br />certification which the City Council approved. These one -time incentives were in effect <br />through June 30, 2008. Since that time, employees have kept up their certification <br />renewals without any type of incentive pay. The knowledge and on -going training that <br />this certification requires, has been very valuable to the operation and maintenance of <br />the City's sanitary sewer collection system and has resulted in a reduction in the <br />number and severity of sanitary sewer overflows (SSOs) in the city. It is important to <br />note that the San Francisco Regional Water Quality Board has recognized the value <br />and importance of the certification to the reduction of SSOs. <br />The City Council approved a new Memorandum of Understanding with SEIU on June <br />27, 2011, which effectuated the wastewater certification requirements and a 1 % <br />increase in base salary for appropriate staff within the above listed classifications. The <br />changes to the job descriptions are being done for administrative purposes to reflect the <br />certification requirements already approved by City Council and in effect. <br />Amended job descriptions are included in Exhibit A.
