6.1.A. - Page 13
Richard White lives on Vista Drive and spoke about why he objects to the report as a
citizen, his concern about the precedence it would set, and the cost to the City for the
EIR. He questioned why three people /lots were included as part of the project as either
a mistake or on purpose and opined that the City is right to object if the project does not
meet feasibility standards.
Alfonso Marin was not present when called.
David Anderson is a resident on Jefferson Avenue, uphill from the Laurel Way project.
He expressed his concern that the project will destroy one of the last natural habitats
and he opined that this is a wildlife corridor, and an oasis within wall to wall homes and
the quality of life would deteriorate.
Dan Usher, a resident above Highland, spoke about his concern with more people and
heavier traffic on an already small road. He opined that house size matters greatly. He
questioned having large homes on small lots, noted that submitted plans can change,
and that all projects should include road improvements.
Julie Hansen said she has lived on Highland Avenue since 1982 and the traffic has
gotten worse with cars squealing and almost hitting one another and she noted that
there had been a fatality there when a commuter skidded on watery pavement and hit a
resident while she was getting her mail. She spoke in opposition to the project and
opined that the road is not safe on sunny days and horrendous during rainy days with
people not stopping when going down the hill.
Frank Kabiri said he is against the project.
Sergio Nibbi said he and his brother own one of lots in question. He said that around
1945 their father and uncle bought two lots at the end of Laurel Way, which was a dirt
road, and they lived there over 60 years waiting for a house to be built there. He opined
that homes can be built there without great difficulty, and is a benefit to the City in the
form of more in property taxes, and he hopes for beautiful homes, improved roads, and
increased safe ty with more stop signs.
Bob Cervenka spoke in support of project, against the appeal, and he noted that his son
is one of landowners who are a longtime resident living within sight of this project. He
said the home was annexed into Redwood City in 1969, the parcel sizes are consistent
for that area, and these homes will be higher quality and would be a win -win. He opined
the project will clean up the garbage at the site and benefit the City.
Oder Haner spoke about the CEQA (California Environmental Quality Act) language
and noted that section 1524 of the Act does not require the lead agency to conduct
every test. He said they have had the four best geologists in the area telling them this
project is more than feasible and he quoted sections of CEQA.
Lieu Nguyen was not present when called.
Karen Cervenka said her son owns a parcel on Laurel Way that was annexed by
Redwood City in 1969, and that when he purchased it, he was told that he could not
JOINT CITY COUNCIL/REDEVELOPMENT AGENCY BOARD August 22, 2011
MEETING MINUTES PAGE 13
