6.1.A. - Page 42 <br />5. SPECIAL ORDER(S) OF THE DAY <br />A. Presentation: Police Activities League (PAL) - Jim Gordon, PAL Board <br />President and Tom Cronin, PAL Executive Director <br />Mr. Gordon presented to Council an overview of successes and activities that PAL has <br />completed (presentation on file). He shared a brief history of how this organization <br />began 16 years ago under the auspices of then Police Chief Carlos Bolanos. In <br />addition, Mr. Cronin shared a "State of PAL" with a review of its financial status, <br />partnerships, business operations and future plans. <br />Two Council members thanked the presenters for their work and for using their facility <br />as an asset. These two Council Members expressed support for the partnerships that <br />maximize this organizations' success. <br />B. Presentation: Library Department - Dave Genesy, Library Director <br />Mr. Genesyexplained how his profession was changing and how the department had <br />the courage to change and anticipate progress. He shared his pride and excitement on <br />all the initiatives that they lead related to youth and innovation. Mr. Genesy shared <br />some customer enhancement and empowerment tools that they provide and that the <br />community adheres to. He also delineated some of his challenges such as managing <br />the diversity of the volunteers and making a difference in our children's literacy and <br />competencies so they will have a bright future. He noted the work of the Library <br />Education Foundation and the support from the community and the Parks and <br />Recreation and Community Services Department. He shared his belief that innovation <br />was an organizational mind -set. <br />Mayor Ira noted that this was an example of the Council wanting to share with the <br />community the exciting things that were going on. He also noted that the Council wants <br />to bring in all the departments and community individuals who need to be recognized for <br />valuable contributions. City Manager Bell noted that the Youth Initiative Redwood City <br />2020 was our partner and will be coming before Council in November with a full <br />presentation. One Council Member thanked Mr. Genesy for his vision, energy and <br />innovative approach. This Council Member noted that Mr. Genesy was the recipient of <br />the "Fueling the Fire of Hope" Award and that he had over time donated over $50,000 <br />(out of his pocket) to Library initiatives. <br />6. PUBLIC COMMENT AND CONSENT CALENDAR <br />Robert Henderson expressed his concerns regarding a parking ticket he received for <br />parking on the street behind the downtown library, Pennsylvania Avenue. He said he <br />had spoken with City staff about it and opined the City was wrong about designating <br />that area as overflow parking and that the appropriate signage did not exist on <br />Pennsylvania Ave. <br />Itezel Diaz and Roberto Pimienta (Maria Fernandez was not present when called) said <br />they were representing the Youth Immigrant Action Team and invited everyone to <br />JOINT CITY COUNCIL/REDEVELOPMENT AGENCY BOARD October 24, 2011 <br />MEETING MINUTES PAGE 2 <br />
