Report Regarding Massage Service Regulation <br />Recommendation: <br />Receive Report Regarding Massage Services Regulation and Provide <br />Direction on Proposed Regulations MINUTE ORDER 11 -178 <br />ORDINANCE OF THE CITY COUNCIL OF REDWOOD CITY REPEALING <br />EXISTING CHAPTER 18A AND ENACTING NEW CHAPTER 18A <br />REGULATING MASSAGE SERVICES <br />City Manager Bell provided some background on the matter and City Attorney <br />Thompson added legal context related to the topic. Ms. Thompson outlined the draft <br />ordinance before Council and what it would imply should it be considered by Council. <br />Community Development Director Ekern confirmed the statements made by the City <br />Attorney and added more detail. Acting Police Chief Cesena shared some statistics <br />about this type of establishments in Redwood City and how there were no serious <br />concerns to date on the establishments located within our jurisdiction. <br />Public Comment <br />Beverley May, owner of Redwood Massage and Sauna and working on government <br />affairs for the California Massage Therapy Council, noted that the governor had signed <br />a cleanup bill that would go into effect in January. She spoke in support of regulation <br />and certification of this type of establishment. However, she shared one concern about <br />the requirement of having to obtain a prescription for massages to be provided in <br />people's homes as this could be a burdensome. Ms. May thanked the City for its <br />engagement with local massage owners. <br />One Council Member inquired about the need to update and keep up with the changes <br />in the law. Ms. Thompson commented that she could add a provision stating "code <br />section as amended" so that our regulations will not be obsolete.
