6.3.A. - Page 2 <br />In 2007, following the completion of the nexus study, the Planning Commission <br />accepted the Parks, Recreation and Community Services Commission's recommended <br />park standard of 3 acres per 1,000 residents, and adopted a Negative Declaration under <br />the California Environmental Quality Act (CEQA) for the Active Community Parkland <br />Standard. Subsequently, the City Council incorporated this standard into the Open <br />Space Element of the new General Plan. <br />ANALYSIS <br />Since the adoption of the Parks Impact Fee ordinance, the PRCS Department prepared <br />and adopted a "Parks and Facilities Needs Assessment Study" in 2008 which identifies <br />the City's needs for future parks and facilities improvement projects. <br />The City has collected the following fees since 2007 and deposited them in the Parks <br />Impact Fund, despite the relatively slow accumulation of funds due to the downturn in <br />the economy: <br />FY 07 -08: $29,994 <br />FY 08 -09: $9,998 <br />FY 09 -10: $47,634 <br />FY 10 -11: $20,466 <br />To guide future expenditure of these funds, Section 18.257 of the Parks Impact Fee <br />ordinance requires that a "Parks Impact Fee Project List" be approved by Resolution of <br />the City Council. An initial Project List was adopted by the City Council on September <br />10, 2007 based on the "Parks, Recreation, and Community Services Preliminary Needs <br />Assessment," dated July 2007, which identified the City's needs for future parks and <br />facilities improvement projects. The Parks Needs Assessment was subsequently <br />finalized and approved by the Commission in October 2008; and findings were <br />incorporated into the City's new General Plan that was adopted by the City Council on <br />October 11, 2010. <br />As funds have begun to accumulate in the Park Impact Fund, the Commission <br />considered updating the Parks Impact Fee Project List at its June 22 2011 meeting. <br />The following guidelines were the basis for the Commission's selection of projects for <br />the Project List: <br />1. Revenues from park impact fees shall be used for the installation, acquisition, <br />construction and improvement of park improvements listed on the Impact Fee <br />Project List and shall not be used for routine maintenance of facilities. <br />2. If it is determined that there are insufficient funds available for the outright <br />acquisition of parkland, then Staff is directed to select other specific projects from <br />the Parks Impact Fee Project List. <br />3. When appropriate, the PRCS Department's Parks and Facilities Needs <br />Assessment Study shall be used as a guideline for selection of projects. <br />
