E. - Page 80 <br /> BLIGHT PROGRESS REPORT 2O1 O/11 <br /> This report provides descriptions of the Agency's (RDA) progress, including specific <br /> actions and expenditures in alleviating blight in the previous fiscal year based on the <br /> goals of the Implementation Plan, January 2010 to December 2014, Redwood City <br /> Redevelopment Agency Project Area No. 2. <br /> The Implementation Plan prescribes six goals to alleviate blight. <br /> 1. Continue to upgrade public improvements; <br /> 2. Rehabilitate aging commercial and residential structures; <br /> 3. Assemble properties into developable sites; <br /> 4. Provide financial assistance and invest in public infrastructure to encourage <br /> private development, support existing businesses, and promote an improved <br /> private investment climate; <br /> 5. Promote redevelopment in accordance with the New Downtown Precise Plan and <br /> the New General Plan; and <br /> 6. Enhance viability of transit and the Caltrain Station. <br /> The specific actions described below assisted towards the elimination of blight in the <br /> Redevelopment Project Area during the FY 2010/11. The actions are categorized into <br /> housing or general (non-housing) by either projects or on-going programs. Each action <br /> also lists the RDA expenditures and the corresponding redevelopment goal(s). <br /> PROJECTS-AGENCY HOUSING FUND <br /> 1. Bradford Parcels for Affordable Senior Housing. The Agency demolished <br /> the two-story 707 Bradford building. In spring 2011, the Agency completed the <br /> groundwater testing as required by its environmental oversight agency, the <br /> State Department of Toxic and Control Board. According to the environmental <br /> consultant, some additional shallow soil sampling in needed to better <br /> understand and assess the extent and risk of contaminant impact in that area of <br /> the site. Staff plans to present the site to the Agency Board/City Council for an <br /> update and next steps. During FY 10/11, the two contiguous Agency owned <br /> parcels were transferred to the City. (Goal 3, 5) <br /> RDA Expenditure During 2010/11: $55,681 <br /> 2. Feasibility of Docktown Affordable Housing Site Acquisition <br /> The Agency considered purchasing an 8.24 acre site at 1548 Maple Street <br /> (Docktown) for affordable housing. In March 2011, the City and RDA entered <br /> into an assumption and assignment agreement for the purchase, sale, and <br /> funding of the property. RDA funds were use for site acquisition services and <br /> project management including the coordination of CEQA and other <br /> environmental issues, legal support, preparation of an appraisal, and <br /> negotiation of purchase terms.
