A full- <br /> time code enforcement officer specifically for the downtown redevelopment <br /> area was hired in February 2008. The Officer continues to ensure that tenants <br /> and property owners adhere to the City's codes regarding outdoor dining <br /> permits, unsafe conditions, and blight abatement. (Goal 3) <br /> RDA Expenditure During 2010/11: $109,607 <br /> 19. Creation of a Landscape Architect position for the Redevelopment Area. <br /> The Agency funds a half-time contract position to manage the planning, <br /> design and construction of streetscape improvement projects such as Theatre <br /> Way in front of the On Broadway Retail Cinema Project in the downtown and <br /> also the Hoover Mobility Study, which would improve pedestrian linkages of <br /> the Hoover neighborhood to the downtown and public transit. (Goal 1, 5) <br /> RDA Expenditure During 2010/11: $71,589 <br /> 20. Art Installation in Vacant Storefronts. The Phantom Gallery program was <br /> initiated in FY 2007/08 to install local art exhibits in the vacant retail spaces in <br /> the downtown redevelopment area as an economic development tool. A firm <br /> was hired to seek local artists and manage the installations. In addition to art <br /> in the vacant storefronts, the Agency funded the Art Walks to promote the <br /> local artists by having their work viewed in shops and restaurants within the <br /> redevelopment project area. Funds were used for flyers, advertising, and <br /> hiring a trolley. (Goal 5) <br /> RDA Expenditure During 2010/11: $10,962 <br /> 21. Downtown Development Programs (special events). The Agency funded <br /> the majority of signature special events in the Project Area including the <br /> "Summer in the City/Downtown WOW" Program and Latino Film Festival. <br /> Funds were provided for the Fourth of July Parade, and Immigrant's Day, <br /> Hometown Holidays. The Downtown programming has proven to be a very <br /> tool for energizing the downtown and promoting the redevelopment project <br /> area by drawing visitors and residents to shop at the local restaurants and <br /> retailers. In addition, RDA funds used for advertisements in the Redwood <br /> City - San Mateo County Chamber of Commerce and the San Francisco <br /> Business Times. (Goal 5) <br /> RDA Expenditure During 2010/11: $361,336 <br /> 22. Zoppe Circus <br /> The Agency entered into an agreement with Zoppe Circus for $75,000 to <br /> perform outdoors in a public parking lot in downtown Redwood City in <br /> Page 6 <br />
