Hoover Mobility Study <br /> The staff team for the Hoover Area Community Mobility Study met with Caltrans <br /> representatives to review the conceptual designs and analysis of the level of <br /> service to allow crosswalks at Woodside Road at Middlefield. Currently, <br /> residents, who rely primarily on walking and bicycling, must take a circuitous <br /> route to access the rest of Redwood City including the downtown. Agency staff <br /> is completing the technical analysis and is collaborating with the City's <br /> Engineering Division to incorporate this improvement as part of the Middlefield <br /> Road utility undergrounding and streetscape improvement project. A request <br /> for qualifications for a development team was issued in spring 2011. (Goal 1, <br /> 6) <br /> RDA Expenditure During 2010/11: $6,309 <br /> 14. Economic Development Needs Assessment <br /> The Agency retained a consultant to complete a modified economic <br /> development needs assessment, develop a strategy for implementation of <br /> economic development strategies with action steps, obstacles, and <br /> opportunities, and develop a system to measure success. (Goal 4, 5) <br /> RDA Expenditure During 2010/11: $48,000 <br /> 15. Underground Parking Garage <br /> Redevelopment funded the monthly analysis of the dewatering for the on-going <br /> pumping and filtering of the ground water in the underground parking garage. <br /> (Goal 1) <br /> RDA Expenditure During 2010/11: $11,007 <br /> ON-GOING PROGRAMS - HOUSING <br /> 16. First Time Home Buyer Program. The Agency provided loan forgiveness <br /> per promissory notes for three residents participating in the City's Silent Loan <br /> Program. No loans were made during FY 2010/11. (Goal 2) <br /> RDA Expenditure During 2010/11: $29,000 <br /> 17. Lead Based Paint Program. A lead based paint grant program was <br /> established to help reduce and eliminate lead based paint hazards in low- <br /> income residential units. The program includes lead based paint inspection, <br /> testing, hazard removal, and exterior paint. A total of six units were either <br /> inspected, tested, received exterior paint, or had hazards removed. (Goal 2) <br /> RDA Expenditure During 2010/2011: $32,340 <br /> Page 5 <br />
