As a result, Mr. Bursak lost the coin toss and recused himself <br /> from the meeting, and Ms. Holt remained with the committee to discuss the item. <br /> The committee discussed potential properties on certain streets where boundaries <br /> are clearly defined. <br /> Ms. Eakin stated that she felt it would be best to have a smaller district with more <br /> defined character (i.e. less is more). Ms. Eakin also felt that the jog on Arch Street <br /> should not be included within the boundaries, and the cut-off should be at Brewster. <br /> Ms. Jabba asked about the location of the historical boundary of Mt. Carmel. Mr. <br /> Jany stated the City has maps to indicate the historical boundary. <br /> Ms. Eakin discussed whether to start the historic district with the most historic or <br /> most compromised to try to save. <br /> Ms. Holt suggested having a larger district with a sense of time and feeling for <br /> defining a district. Mr. Jany noted that he can provide the committee with an aerial <br /> photo of the buildings in the 1930's. Ms. Holt encouraged the committee to look at a <br /> larger boundary area and include the Mt. Carmel School and/or church within the <br /> boundary. <br /> Chair Rolandelli noted that he is struggling with including Duane and Clinton Streets <br /> within the district; but, he felt that there should be a high ratio such as 2/3 properties <br /> that are potential historic buildings. Additionally, it was noted that Fulton Street shall <br /> be included within the district between James and Katherine Streets. <br /> Ms. Jabba stated that the committee needs to know the cut-off historic eras to be <br /> considered. <br /> Chair Rolandelli noted that it may be best to have a consultant review the potential <br /> boundaries. <br /> Ms. Holt stated that for the south boundary, Katherine Street is possible and homes <br /> constructed prior to 1930 as the cut-off; as well as, extending the boundary to <br /> Katherine Street and also Iris to Lowell Street and including the Mt. Carmel Church <br /> and school. <br /> Chair Rolandelli suggested the committee go out and evaluate the area again and <br /> then let a consultant review and evaluate the area that the committee has agreed <br /> upon. <br /> Mr. Jany gave a brief overview of the periods of types of homes from 1900's to <br /> 1930's. <br /> Ms. Eakin asked if the committee needs to define the boundaries of the district based <br /> on the committee's recommendation. <br /> Ms. Jabba noted that it would be best if the committee went out in a van to conduct <br /> an evaluation together. <br /> 8.
