6.1.C. - Page 1 <br /> RE PO RT <br /> To the Honorable Mayor and City Council <br /> From the Cit Mana er <br /> December 12, 2011 <br /> SUBJECT <br /> Design Services Agreement with Bellecci and Associates for the design of crosswalks <br /> and related improvements at the intersection of Woodside Road and Middlefield Road <br /> RECOMMENDATION <br /> Approve by motion, the standard form design services agreement with Bellecci and <br /> Associates for an amount not to exceed $70,794.00 and authorize the City Manager to <br /> increase the contract amount up to 10% if necessary <br /> BACKGROUND <br /> The Hoover Area Community Mobility Plan, dated February 2009, was funded by a <br /> California Department of Transportation Environmental Justice Transportation Planning <br /> grant. On December 4, 2006, the Redevelopment Agency Board authorized <br /> acceptance of the $153,000 grant for the purpose of engaging local community <br /> members in the effort to improve access and mobility in and around the Stambaugh- <br /> Heller and Redwood Village neighborhoods. <br /> The resulting mobility study identified Woodside Road as the most significant barrier to <br /> pedestrian travel in and around the subject neighborhoods. The mobility study's <br /> recommendations included creating at-grade crosswalks at the intersection of Woodside <br /> Road and Middlefield Road to remove barriers and improve access for pedestrians and <br /> bicyclists. <br /> ANALYSIS <br /> The proposed agreement with Bellecci and Associates is the engineering design work <br /> for improvements at the intersection of Woodside and Middlefield as recommended by <br /> the mobility study. Woodside Road is a state highway and proposed improvements <br /> must be coordinated with and approved by Caltrans. Fehr & Peers performed the traffic <br /> operations analysis that Caltrans requires to support preparation of an encroachment <br /> permit. Caltrans has indicated its approval in principle of a design option contained in <br /> the Fehr & Peers report dated August 26, 2011. The design option consists of at-grade <br /> crosswalks and replacement of existing traffic signals to include pedestrian signals. <br /> Free right turns, which may create pedestrian and vehicle conflicts, will be eliminated to <br /> conform to current intersection design standards. <br /> The Woodside/Middlefield at-grade crosswalk is proposed in conjunction with other <br /> upcoming projects to improve mobility and aesthetics along the Middlefield corridor and <br /> adjacent neighborhoods. Other projects include providing a safer route to Hoover <br />
