A matrix that captures the project update, Redwood <br /> City's interest(s), next step(s), timeline, and references has been developed to highlight <br /> the issues with each rail system and is attached as Attachment 2. <br /> High-Speed Rail <br /> Schedule: Comments on the Draft 2012 Business Plan are due by January 15, 2012. <br /> We do not expect the CHSRA to refocus on Peninsula-related issues until after they are <br /> under contract for the construction of the Central Valley segment, anticipated at the end <br /> of 2012. Construction of the Peninsula segment is not anticipated to start sooner than <br /> 2021. <br /> Highlights: <br /> A. Draft embraces "blended service" in which high-speed trains share existing rail <br /> infrastructure that has been upgraded to meet HSR's operating needs. <br /> B. System will be built out in phases according to funding availability and demand, <br /> starting in the Central Valley and expanding north or south. <br /> C. Ridership and revenue forecasts were updated, demonstrating that an operating <br /> subsidy will not be required for any of the operating segments. <br /> D. Roughly $950M of Prop 1A bonds are identified for local and regional transit <br /> connectivity improvements (such as electrification) that will support future HSR <br /> operations. <br /> E. Environmental review of the San Jose to San Francisco segment is effectively on <br /> hold pending additional planning work to build consensus around the operating <br /> and infrastructure characteristics of rail service by Caltrain and high-speed trains <br /> along the Peninsula. <br /> Dumbarton Rail <br /> Schedule: Draft EIR/EIS planned for public release in late spring 2012. If the project <br /> were to continue to construction, it is not expected to start until 2018 to 2025. <br /> Highlights: <br /> A. Project is at 15% design with four alternatives (3 rail and 1 bus). Alternatives are <br /> being scoped relative to both 2-track and 4-track designs for HSR. All rail <br /> alternatives require rebuilding the existing trestle bridge across the bay. <br /> B. Two alternatives would have the (diesel) Dumbarton Rail trains continuing on <br /> Caltrain's (electric) mainline tracks to San Francisco and San Jose. <br /> C. The remaining shuttle alternative would require two additional sets of tracks at <br /> the downtown Caltrain station (in addition to any dedicated-HSR tracks). <br /> D. Environmental review process will highlight the extent of the impacts (right-of- <br /> way requirements, circulation, etc.) on Redwood City. <br /> Caltrain Electrification <br /> Schedule: Caltrain staff is proposing a roughly 2-year planning process to study the <br /> impacts and benefits of various service alternatives and to build consensus among <br /> Peninsula communities on preferred alternatives.
