8. D. - Page 3
environmental clearance process for Caltrain electrification and/or the San Francisco to
San Jose high-speed rail segment.
Highlights:
A. High-speed rail service requires that Caltrain be electrified and it is Caltrain's
adopted policy to upgrade the diesel system to an electric one.
B. No funding, other than those associated with Prop 1A and high-speed rail, has
been identified.
C. The operations analysis demonstrated that it is possible for Caltrain and HSR to
share Caltrain's tracks even without additional passing tracks. Providing passing
tracks could reduce total travel time and delay for both Caltrain and HSR trains.
At this point the most time sensitive issue is the City's response to the Draft 2012
Business Plan. Comments are due by January 15, 2012. The Subcommittee members
attended the San Mateo County Rail Corridor Partnership meeting on November 16,
2011, at which CHSRA Board Member Jim Hartnett presented the Draft 2012 Business
Plan and its implications for the San Jose to San Francisco segment. The attached
letter transmitting key messages for Redwood City's comments on the Draft 2012
Business Plan to the CHSRA Board were developed by the subcommittee at its
November 23, 2011, meeting.
ALTERNATIVES
Modify the comment letter to the CHSRA Board.
FISCAL IMPACT
There is no fiscal impact at this time.
ENVIRONMENTAL REVIEW
This is a report and therefore is not a project pursuant to the California Environmental
Quality Act (CEQA).
r
,

S.
