EXHIBIT "A"
SCOPE OF SERVICES AND FEE
The scope for the Golf Course Irrigation Recycled Water Storage Facility Evaluation is attached
as Enclosure (1). The original fee estimate is attached as Enclosure (2). Through preliminary
analysis and during our internal Concepts and Criteria Review, Kennedy/Jenks has identified
that the scenarios provided in the scope do not adequately explore the impact of constraints on
the operation of the City's recycled water system and how those constraints are likely to impact
the cost of expanding the system. We suggest modifying the scope to include additional
scenarios which will evaluate the impact of varying constraints such as the Delta-10 pressure
differential in Redwood Shores and the system peaking factor. Table 1 provides the scenarios
that are recommended for hydraulic modeling.
Suggested Hydraulic Modeling Scenarios
Site 1(Upper Tennis Courts: surf water elev 180')
a 1 MG storage
Deliver 720,000 gal; over 12-hr period (1,000 gpm)
No booster pump in City's distribution system
Delta-10 requirement is relaxed
-->Model will be used to estimate Woodside Rd pipeline size and DPS discharge press
re uirements
b 3 MG storage
No booster pump in City's distribution system
Delta-10 requirement is relaxed
--> Model will be used to estimate Woodside Rd pipeline size, DPS discharge press, and storage
facility fill rate that can be achieved.
--> Model will be used to evaluate pressure benefit to City during nighttime demands with the
DPS is turned off
--> Nighttime demand scenarios will be modeled with two different irrigation peaking factors: 10
and 8
c 1 MG storage
Deliver 720,000 gal; over 12-hr period (1,000 gpm)
Booster pump required in City's distribution system
Delta-10 requirement remains (DPS discharge pressure —152.12')
-->Model will be used to estimate Woodside Rd i eline size.
3
