6.1.C. - Page 1 <br /> RE PO RT <br /> To the Honorable Mayor and City Council <br /> From the City Manager <br /> January 9, 2012 <br /> SUBJECT <br /> Funding agreement for the Redwood City Mid Point Caltrain Shuttle <br /> RECOMMENDATION <br /> Approve by motion a funding agreement with the Bay Area Air Quality Management <br /> District (Air District) to establish the process, terms, and conditions governing the <br /> allocation and expenditure of Transportation Fund for Clean Air (TFCA) funds for the <br /> continuing operation of the Redwood City Mid Point Caltrain Shuttle, authorize the City <br /> Manager to execute the same, and authorize the City Manager to approve and execute <br /> subsequent annual shuttle funding agreements with the Air District upon review by and <br /> approval of the City Attorney. <br /> BACKGROUND <br /> California Health and Safety Codes authorize the Air District to levy a fee on motor <br /> vehicles registered within its jurisdiction and to use those fees to implement mobile <br /> source and transportation pollution reduction projects. The Air District established the <br /> TFCA fund to implement such programs. Redwood City's Mid Point Caltrain Shuttle is <br /> funded in part by TFCA funding. A goal of the shuttle project is to reduce motor vehicle <br /> emissions by providing shuttle services, thereby reducing motor vehicle emissions, trips, <br /> and vehicle-miles traveled. <br /> The Redwood City Mid Point Caltrain Shuttle was launched in 2007 to provide last mile <br /> transportation to local residents and commuters. The shuttle runs between the <br /> Redwood City Caltrain station and the Mid Point Technology Park, with stops along <br /> Broadway, including downtown, the Stanford Medicine Outpatient Center where it <br /> serves employees and patients, and other stops along the route. The shuttle operates <br /> during commute hours from 6:30am to 9:30am, and from 3:30 pm to 6:45 pm, Monday <br /> through Friday, with approximately 30-minute headways. The shuttle carries over 90 <br /> passengers each day on average. <br /> ANALYSIS <br /> Consistent with Mid Point Shuttle funding in prior years, Redwood City requested and <br /> the Air District's Board of Directors approved an award of a TFCA Program grant in the <br /> amount of $20,000, for continuing operation of the Redwood City Mid Point Caltrain <br /> Shuttle. The grant funding covers the period from January 1, 2012 to December 31, <br /> 2012. <br />
