RESOLUTION No. 11- <br />A RESOLUTION of THE PLANNING COMMISSION of THE CITY of <br />REDWOOD CITY CERTIFYING ING THE FINAL ENVIRONMENTAL IMPACT <br />REPORT FOR THE 2580 EL CAMI O DEAL RESIDENTIAL L PROJECT; <br />ADOPTING CEA FINDINGS of FACT; ADOPTING A MITIGATION <br />MONITORING AND REPORTING TING PLAN; AND ADOPTING <br />STATEMENT of OVERRIDING CONSIDERATIONS, ALL IN <br />ACCORDANCE WITH THE REQUIREMENTS UIF EMENTS F THE CALIFORNIA <br />ENVIRONMENTAL QUALITY ACT <br />WHEREAS, Urban Housing Group has applied for approval of a Planned <br />Development Permit and V esting Tentative Map to allow the demolition of the 2.5-acre <br />project site's existing structures one -story bo wling alley building (formerly Mel' <br />Bowl), pole sign and large surface parking lot) and to build a 141 -unit, multi-family, <br />transit - oriented residential development with 232 parking stalls within a wrapped p rkin <br />garage and s torage for 47 bicycles {the "Project"); and <br />WHEREAS, EAS, the city has caused the preparation of ar Final Environmental Impact <br />Report for the proposed 2580 El Camino Real Residential l Project the "Final EIR" <br />pursuant to the requirements of the California Environmental Quality Act Public <br />Resources Code Section 21000 et seq, ; hereafter, er, "CE X), the Guidelines for <br />Implementation of the California Environmental Quality Act {Title 14, Sections 15000 et <br />seq. of the California Code of Regulations; hereafter, the "CEQA Guidelines"); and <br />WHEREAS, S, from February 24, 2011 through March 25, 2011 the City held a <br />public review period on the Notice of Preparation (N OP) for the 2580 El Camino teal <br />Project EII . The City mailed, published and posted on its web site a NOP to notify <br />responsible agencies of the State Office of Planning and Research, earch, urroundin <br />property owners and tenants, neighborhood association chairpersons and interested <br />parties that an EIR would be prepared for the 2580 El Camino Real Project; and <br />WHEREAS, on March 1, 2011 the Planning Commission held a public Scopin <br />Session on the 2580 El Camino Deal Project EIR that served as a forum for the <br />Planning Commission and public to omment on the NOP, to learn about the Project <br />and discuss environmental issues that should be addressed in the EIF ; and <br />WHEREAS, S, the Draft Environmental Impact Deport for the proposed 2580 El <br />Camino Beal Project "Draft EIC " was circulated for public review and comment for <br />days beginning on August 12, 2011 and ending on October 2, 2 011, and was filed with <br />the State Office of Planning & Research eareh under State Clearinghouse fro. 201022067; <br />and <br />WHEREAS, EAS, ors May 24 2011, at al regularly scheduled Architectural Review <br />ear <br />Committee ARC meeting, the ARC reviewed and unanimously recommended <br />Planning Commission approval of the project architectural design; and <br />ATTY/RES0.21791ATTACHMENT 1 RESO CERTIFYING FINAL EII <br />E11:12/07/11 <br />Rage 1 of 7 <br />
