WHEREAS, EAS, on September 8, 2011, at a regularly scheduled Historic Resources <br />es <br />Advisory Committee (H RAC) meeting, the HI AC received comments and adop a <br />motion finding that the Draft EIR was complete and adequate for purposes of CE A. <br />The HI AC also provided input on the Cultural Resources Chapter of the Draft EIr . The <br />Final EIR responds to HI AC input; and <br />WHEREAS, EAS, on September 20, 2011, the Planning Commission held a public <br />p <br />hearing and received public testimony on the Draft EIF . The City received a number of <br />letters and emails from the public and responsible agencies during the Draft EIR public <br />review revie period; and <br />WHEREAS, EAS, the City prepared written responses to the comments received <br />during the comment period and included these responses in the Final EIF and prepared <br />a separate document entitled Mitigation Monitoring and Reporting Program 2580 El <br />Camino Real Residential Project, November 2011, 11 which together with the Draft EII <br />constitutes the Final EIF; and <br />WHEREAS, the Final EIR was published on December 3, 2011 <br />No1111', THEREFORE, E, E IT RESOLVED E Y THE PLANNING COMMISSION <br />OF THE CITY OF REDWOOD IfOOD CITY, AS FOLLOWS: <br />1. The above recitals are true and correct and together with the Staff R eport <br />and the application materials, including without limitation the Final EIF , vesting tentative <br />map, and all other documents, reports, studies, memoranda, maps, oral and written <br />testimony, and materials in the City's file for the applications and the Project, and all <br />adopted City planning documents relating to the Project and the property including the <br />City's General Plan, Zoning Ordinance, and other applicable City laws and reg ulations, <br />and all associated approved and certified environmental documents, have together <br />served as an adequate and appropriate evidentiary bass for the findings and actions <br />set forth in this Resolution. <br />2. The City of Redwood City is the lead agency under CEA for preparin <br />the Final EI , and is the entity with final decision-making authority with reg to <br />approval of the 2580 El Camino Deal Residential Project. <br />3. The Planning Commission certifies that the Final EIR for the project was <br />presented to the Planning Commission, that the Final EIF was prepared, published, <br />circulated, reviewed and completed in fall compliance with State law and CEA <br />Guidelines, that there was adequate public review of the Draft Environmental Impact <br />p <br />Report, that it has considered all comments on the Draft Environmental Impact Report <br />p p <br />and responses to comments, that the Final Environmental Impact Report adequatel <br />discusses all significant environmental issues, and that the Final Environmental Impact <br />Report reflects the independent judgment and analysis of the Planning Commission. <br />ATTY/ ESO.2179 ATTA H ME NT 1 RESO CERTIFYING FINAL EIR 2580 E I <br />REV. 12/07/11 <br />Page 2 of <br />
