4 . The Planning Commission has reviewed and considered the information <br />contained in the Final EIR prior to acting on the proposed 20 El Camino Real <br />Residential Project. <br />5. The information added in the Final EIR does not constitute significant new <br />information requiring recirculation, but rather that additional information clarifies or <br />amplifies an adequate EII . <br />6. As described in the Final EIF (Section 4, pp. 21-105 of the Draft Elf), the <br />Project could result in significant environmental effects relating to Geology and soils, <br />Hydrology and Water Quality, Cultural Resources, Air Quality, and Noise. As explained <br />in Section p. 21 -105 of the Craft EIF , however, all of these potentially significant <br />effects would be mitigated to less -than- significant levels with the implementation of the <br />mitigation (measures described and discussed in the Final EIR and required by the <br />Mitigation Monitoring and Deporting Plan, except for the effects from removal of the <br />Mel's Bowl sign, discussed belo w. Pursuant to CEOA section 21081.6 and CEOA <br />Guidelines section 1 5091, and in support of its approval of the Project, the Plannin <br />Commission adopts the Mitigation Monitoring and Deporting Program to require all <br />mitigation measures described in the Final EIR be implemented by means of Project <br />conditions, agreements, or other measures, as set forth in the Mitigation Monitoring and <br />Deporting Program attached as Attachment Hof this Resolution and incorporated herein <br />by reference. Eased on its approval and adoption of all mitigation measures described <br />in the Final EIF , the Planning Commission finds that the changes or alterations required <br />by such mitigation measures will be incorporated into the project and will avoid or <br />substantially lessen all of the significant environmental effects identified in the Final EIF , <br />except those effects from removal of the 11 el's Bowl sign as described below. <br />7. The Final EIR also analyzed alternatives to the proposed project. <br />Specifically, section 7 of the Draft El pp. 106-110) analyzed three alternatives, a No <br />Project Alternative, a Project Redesign Alternative No. 1; and a Project Redesign <br />Alternative No. 2. <br />a. In considering the No Project Alternative, the City considered <br />two possible scenarios. The first scenario assumed reasonably <br />foreseeable development of the site under current land use and <br />zoning designations; the second scenario assumed <br />maintenance of the site in its existing condition. As stated in the <br />Final EII (Draft EII, Section 7 at p. 107), the first scenario is <br />likely to result in the same or greater environmental effects, <br />including the significant and unavoidable effect relating to loss <br />of the 11 el's Bowl sign, as the proposed project.
