Recommendation: <br /> 1. By resolution, approve the summary vacation of a public service <br /> easement over the lands of the City of Redwood City, "Parcel 2" (as <br /> described in Exhibit A to proposed resolution) pursuant to Article 8333 of <br /> the California Streets and Highways Code, in conjunction with the Route <br /> 101/Ralston Avenue Interchange Improvements Project. (205) <br /> Recommendation: <br /> Consideration of Establishment of City Council Rules of Procedure and Order. <br /> Mayor Ira introduced the item and said that he wanted this before Council due to the <br /> fact that there have been recent and controversial projects which would benefit from the <br /> existence of such guidelines. Furthermore, with the withdrawal of the Planned <br /> Parenthood appeal, he had called the City Attorney and discussed that this might be the <br /> perfect time to see if there is Council interest to pursue this matter. Tonight he is not <br /> looking for real discussion just a consensus that this should come back to Council for <br /> discussion and approval. <br /> City Manager Bell also noted that the Council does not have any formal rules and <br /> procedures and while it prides itself in having professional and respectFul meetings it <br /> would make sense to have a set of written guidelines.
