Section 0 constitutes a separate and independent grou for finding that the benefits of the <br />Project outweigh its significant adverse environmental impacts and sets forth an overriding <br />consideration warranting approval of the Project. These matters are supported by evidence <br />in the record. <br />a. Benefits of Pro c # . This Planning Commission has considered the Final <br />sEI , the public record of proceedings on the Project and other written materials <br />presented to the City, as well as oral and written testimony at all public hearings <br />related to the Project and does determine that implementation of the Project a <br />specifically provided in the Project documents would result in the public benefits set <br />forth below. The Planning Commission has weighed the benefits of the Project <br />against Its unavoidable environmental effects identified in the f=inal SEIR and hereby <br />determines that the public benefits outweigh the unavoidable environmental effects <br />and, therefore, further determines that these unavoidable environmental effects are <br />acceptable. <br />(i) Project supports implementation of General Plan. The City has <br />adopted a General Plan Guiding Principle of planning for <br />sustai within our finite resources. By renovating and <br />converting existing buildings in the Midpoint Technology Park, the <br />Project supports the Guiding Principle of sustaiinability by reusing <br />the buildings and not allovVing them to remain empty. <br />(ii) State-of-the-art medical facilities for Redwood Cily, Stanford <br />Hospital & Clihics is proposing to use the site as an outpatient <br />medical clinic. This use will .bring significant medical services to <br />Redwood City. Stanford hospital & Clinics will bring the latest In <br />outpatient medical technology and clinical research functions to <br />Redwood City. <br />Employment with optimum commute access. The <br />City has adopted a General Flan objective of providing sufficient <br />land for a variety of employment opportunities with optimum <br />commute access* The Project will renovate and convert four of the <br />existing b.aildings with'in the Midpoint Technology Park that were <br />vacated by @Home Corporation in 2002 and are now completely <br />vacant. The -Project will also implement a Transportation Demand <br />Management (TDM) program to ease commuting by modes other <br />than single - occupancy vehicle. Therefore, the Project advances <br />the City's policy of employment opportunity combined with <br />optimum commute access. <br />(iv) Benefits to the Citv of Redwood alt . The Project may <br />provide significant market support to the City's ongoing <br />revitalization efforts. The employees could be a source of potential <br />business, patronizing restaurants and retail services in redwood <br />3 <br />
