(i) Th e Project's landscape plan will ensure that shared public pedestrian
_ P p
walkways, recreational uses and public opens aces are rovided.
p P
3.1.2 Potential Effect • The Project could be incompatible with the San Car Airp ort ,
which is located approximately one-third nule south of the Prod ect site.
Findings The City hereby .makes finding (I)w
"acts in S u pp ort of Findings'
(a) The Project is cons istent with the City's Gen . Plan, which is consistent with
the San Mateo County Coin rehensive Ai vrt Land Use Plan C'CLUP"). P rp The CLUP
is .a comprehensive land use plan that was enacted in order to ensure c omp atible l
d
use in the areas surrounding airports.
(b) Although there is no formal requirement that the Project be submitted to the
County Airport Land Use Commission ("ALUC") for review the C nonetheless
ess
afforded the ALUC the opportunity to review and comment on the special
ect at a s
project p
meeting of the City /County Association of Governments of San Mateo County ALIT
on November 16, 1995. The City has carefully considered the comments made at that
meeting, as well as the responses and other data contained in the Airport Land
rp Use and
Safety Study ( "Airport :Study ") prepared for the Pro Ject. The .comments and the
City's conclusions regarding the issues raised .in these co.nlments, are discussed M
Section 3.10 of these Findings.
(c) The CLUP establishes a maximum height for structures in the Project area of
152 feet. ITo structure in the Project will exceed 15 feet in height Therefore the
Project is consistent with the CLUP height. requirements..
A The Airport Study concludes that ` , &[t he proposed Project would be
compatible with the safe and efficient operation of San Carlos rt within the range
e g
of allowable airport operating conditions and existing noise, safe , airs ace protection,
' p p n,
or overflight criteria. It would not subject people or property on the ground to undue
or excessive risk .from potential aircraft accidents or noise, nor would It pose a
d emonstrated risk to the safety of aircraft in flight." The evidence contained i the
Airport Study supports this conclusion.
(e) In accordance with Part 77 of the Federal Aviation Regulations, a "Notice of
Proposed Construction" (Federal.Form, 7460 -1) was filed. in order to allow the Federal
Aviation Agency to conduct an aeronautical stud of the ro' ect's potential effects.
y p p
41.
FNDNGPI .DOC
5/30/96 10:51 A
