3.9 BIOLOGY/ECOLOGY <br />3,9.1 P oteitia.l Effect: The Project will affect plant communities acid their associated <br />animal <br />Findings: The City hereby m akes Findings (1):and <br />Pacts in Su ort of Find s: <br />(a) The soils of the Project site consist of upported fill material. Native biotic <br />habitats are absent from the site. Almost all plant species. found on _ the site were <br />non native annuals which is tYP ical of disturbed environments. The site is of low <br />r <br />value to Wildlife. The surface p recludes much dig ging and burrowing .and the <br />relativel y s v egetation etation offers .little cover. Due both to the la of appropriate <br />� <br />habitat and the highl y-disturbed co ndition of th site, no spec ial- status plant <br />sp ecies are found on the site. Nor does the site provide habitat for any of the <br />special - status animal species that occur regionally. For all of these reasons, <br />' <br />development of the Pro ect will not. have a significant impact on plant or animal <br />p � <br />conununities on .a Project-specific level. <br />(b) To area within the Project site is a wetland subject to the j unsd iction of <br />the United States Array Corps of Engineers. <br />34-10 CoI CPATI I I'I� THE SALT CARLOS AIRPORT <br />3.10.1 Potential Effect: By allowing an .increase m height above loo .feet, the Planned <br />Develop elo Perrrtit could represent a deviation from airport safety policy or city <br />p <br />zoning requirements. <br />Findings: The City hereby makes finding (1). <br />Facts in Support of Finciings: <br />(a) The 1 00-foot zoning height limit was not imposed as a result of the <br />proximity of the airport. The height limit would be the .same .regardless of rP ort <br />whether or not the airport was nearby.. The 1 00 -foot limit .nay be exceeded with <br />a .Planned Development Permit (PDP). The issuance of a PDP is consistent with <br />Redwood Ci t y zonin licies and does not constitute a variance from such <br />g� <br />P p <br />policies.
