Provides that Project approvals must be processed, heard and acted upon in <br /> conjunction with environmental review of the Project. For example, a use permit <br /> that requires the approval of an environmental document would be approved by <br /> the Planning Commission instead of the Zoning Administrator. <br /> 2. Requires noticed public hearing on applications for use permits, for modification <br /> or revocation of use permits. <br /> 3. Details the process for revocation and modification of use permits. <br /> 4. Appeals on use permits determined by the Zoning Administrator would be heard <br /> by the Planning Commission whose decision is final. <br /> 5. Appeals on use permits and the environmental documents determined by the <br /> Planning Commission would be heard by the City Council. <br /> AMENDMENTS TO ARTICLE 48 REGARDING APPEALS <br /> 1. Provides that all appeals must be filed within fifteen days of the date of notice of <br /> the decision being appealed. <br /> 2. An appellant must submit all documents and materials supporting the appeal at <br /> the time the appeal is filed. <br /> 3. Appeals from decisions of the Zoning Administrator, Planning Manager or <br /> Community Development Director will be heard by the Planning Commission <br /> whose decision is final. <br /> 4. Appeals from decisions of the Planning Commission will be heard by the City <br /> Council. <br /> 5. Allows two councilmembers to request review of any matter for which there <br /> would normally not be any appeal to Council. Such a request would be heard de <br /> novo (as new) on appeal. <br /> AMENDMENTS TO ARTICLE 49 REGARDING NOTICE FOR PUBLIC HEARINGS <br /> 1. Clarifies that the required notice to be mailed or published in accordance with <br /> State law. <br /> AMENDMENTS TO MISCELLANEOUS PROVISIONS OF THE ZONING ORDINANCE <br /> RELATING TO APPEALS <br /> 1.
