E. - Page 1 <br /> To the Honorable Mayor and City Cou nci I <br /> From the City Manager <br /> January 23, 2012 <br /> SUBJECT <br /> Purchase of One Truck Mounted Power Rodder <br /> RECOMMENDATION <br /> Approve by motion the purchase of one (1) Truck Mounted Power Rodder in the amount <br /> of $234,634.02 from Weco Industries of Vacaville, CA under the cooperative purchasing <br /> provision of the County of Sacramento's recent competitive bid 7690 and purchase <br /> order number PA 80959737. <br /> BAC KG RO U N D <br /> Redwood City's Fleet Replacement Program is designed to provide a structure for <br /> evaluating vehicles and equipment in order to replace them at the most economically <br /> advantageous point in their life cycle. The Public Works Services Department, <br /> Wastewater Management Services Division currently has a 1986 model year sewer line <br /> rodder truck which has exceeded its useful life and is scheduled for replacement. A <br /> team representing the Fleet and the Wastewater Management Services Division has <br /> been working on replacing this rodder and agreed that the OK Champion S660 truck <br /> mounted rodder has been the most reliable rodder and will meet the rigorous demands <br /> of the Wastewater Management Services Division's maintenance and repair <br /> assignments. <br /> ANALYSIS <br /> While conducting extensive procurement research, staff from the Fleet Division found <br /> that the County of Sacramento recently administered a competitive bid process for the <br /> same piece of equipment, in which Weco Industries was the lowest responsible bidder. <br /> The Redwood City Code, Chapter 2, Article VII, Section 2.80 (B) "Open Market <br /> Purchases" allows staff to purchase from a vendor whose name has been awarded the <br /> same type of purchase contract by another public agency after competitive bidding <br /> processes substantially equivalent to that prescribed by the Charter or Article. <br /> ALTERNATIVES <br /> Do not approve the purchase of this rodder. The operational requirements of the <br /> Wastewater Management Services Division would be adversely impacted, since the <br /> existing rodder is extremely worn out from heavy daily use and has met or exceeded the <br /> City's replacement criteria. <br /> Continuing to invest in the repair of the existing rodder does not meet economic <br /> guidelines due to its current age and condition. <br />
