6.1.A. - Page 2
• Upgrade the roof of the Carson Reservoir to withstand higher seismic loads.
• Upgrade equipment restraints at pump stations and modify two pump station
roofs.
• Evaluate foundation piles at Peninsula Water Tanks Nos. 1 and 2 in Redwood
Shores.
Because earthquake design is an engineering specialization, staff recommends that G
& E Engineering Systems, Inc., be retained to provide the design and bidding/
construction support for these seismic improvement projects. G& E Engineering
Systems, Inc., has extensive knowledge of the city's potable water system, as they
prepared the original seismic assessments and helped develop the city's Water System
Master Plan. G& E has also performed similar specialty engineering work for other
water agencies in the Bay Area, southern California, and other countries.
In an effort to deliver the most cost effective projects, G& E Engineering Systems, Inc.,
will complete the design of the planned seismic improvement projects in 2012.
Construction of individual projects depends on funding over the next five years. The
first construction package is currently planned for summer of 2012.
ALTERNATIVES
Council may choose not to approve the proposed agreement with G&E Engineering
Systems, Inc., and direct staff to find alternate means of completing the work, or modify
the scope of work, or select other consultants.
FISCAL IMPACT
Funds for this project were partially and previously appropriated as Water Fund Capital
Projects — Water System Seismic Update. This budget line has an available balance of
$169,211.28. Additional funding in the amount of $170,000.00 will be provided from an
associated account, Water Fund Capital Projects - Distribution System Replacement
Program, which has an available balance of $451,087.70.
ENVIRONMENTAL REVIEW
The engineering design and study proposed in this report do not constitute a project as
defined by the California Environmental Quality Act. Environmental review will be
conducted for each construction package.
PHON Du, PE
SENIOR CIVIL ENGINEER
