6.1.A. - Page 1 <br /> RE PO RT <br /> To the Honorable Mayor and City Council <br /> From the Cit Mana er <br /> February 6, 2012 <br /> SUBJECT <br /> Design Services Agreement with G& E Engineering Systems, Inc. to support the design <br /> and construction of the Potable Water System Seismic Improvement Program <br /> RECOMMENDATION <br /> Approve, by motion, the standard form design services agreement with G& E <br /> Engineering Systems, Inc. (G&E) in an amount not to exceed $307,914.00 for <br /> consulting engineering services for the Portable Water System Seismic Improvement <br /> Program, and authorize the City Manager to increase the contract amounts up to 10% if <br /> necessary. <br /> BACKGROUND <br /> On October 10, 2011, the City Council accepted the Water System Master Plan Report <br /> and directed staff to move forward with specific recommendations and projects for <br /> future Council consideration. The Water System Master Plan forecasts improvements <br /> necessary to accommodate water demand in accordance with new and redevelopment <br /> activities anticipated by the city's General Plan; analyzes and identifies improvements <br /> for reliable performance during normal and emergency conditions, such as fires and <br /> earthquakes; and prioritizes capital improvements to the system for the next 20 years. <br /> The Water System Master Plan also includes the groundwork for an integrated seismic <br /> improvement program that prioritizes projects based on criticality, funding levels, cost <br /> benefit ratios, and the city's level of service expectations. Seismic improvement projects <br /> will be designed and constructed over the next five years to increase the reliability of <br /> water tanks, pump stations, and pipes during significant seismic events. <br /> ANALYSIS <br /> The master plan ranked seismic improvement projects as the highest priority among the <br /> identified capital improvement projects; consequently, staff recommends they be <br /> implemented first. <br /> Recommended projects for design include: <br /> • Upgrade overflow and drainpipes for five water tanks, anchor two water tanks, <br /> and upgrade the existing anchorage of one water tank in the Emerald Hills area. <br /> Reinforce two water distribution pipes on two different bridges in Redwood <br /> Shores. <br />
