B. - Page 1 <br /> RE PO RT <br /> To the Honorable Mayor and City Council <br /> From the Cit Mana er <br /> February 6, 2012 <br /> SUBJECT <br /> Amendment No. 2 to the Agreement for Susan Barnes, dba Susan Barnes Consulting <br /> RECOMMENDATION <br /> Approve and authorize the City Manager to amend the agreement between the City of <br /> Redwood City (City) and Susan Barnes, dba Susan Barnes Consulting. <br /> BACKGROUND <br /> Since December of 2010, the City of Redwood City has retained Susan Barnes <br /> Consulting to develop and implement the City's Economic Development strategies. <br /> Initially, the consulting agreement was funded by the Redwood City Redevelopment <br /> Agency, and subsequently by the City's general fund. <br /> On May 11, 2011 and January 9, 2012, the consultant reported to the City Council on <br /> the status of the Economic Development Action Plan. On July 11, 2011, an amendment <br /> to the consultant's agreement extending its term was adopted by the City Council. <br /> The consultant has completed Phase One of the Economic Development <br /> Reorganization and Action Plan, including a needs assessment, a strategy for <br /> implementation of economic development objectives, a review of current economic <br /> development information including staff positions and data collected from staff, and <br /> focus groups with internal and external stakeholders. <br /> Phase Two of the Economic Development Reorganization and Action Plan is underway, <br /> and includes further identifying and collecting additional business and stakeholder data, <br /> developing and implementing a system to measure results of economic development <br /> activities, creation and implementation of an outreach and marketing/branding plan, <br /> creating a strategy around a possible Downtown Business Improvement District, and <br /> continuing to fully engage staff and the community in the City's Economic Development <br /> program. The consultant will also assist the City in recruiting for an Economic <br /> Development Manager who will be in charge of the economic development program for <br /> the long term. The Economic Development Manager will also serve as the downtown <br /> liaison. <br />
