B. - Page 1 <br /> RE PO RT <br /> To the Honorable Mayor and City Council <br /> From the Cit Mana er <br /> February 6, 2012 <br /> SUBJECT <br /> Installation of Stop Sign on Walnut Street at Stambaugh Street <br /> RECOMMENDATION <br /> Approve, by resolution, the installation of a stop sign on Walnut Street at its intersection <br /> with Stambaugh Street. <br /> BACKGROUND <br /> Staff has received multiple requests to install a stop sign at the intersection of Walnut <br /> Street and Stambaugh Street, including a comment from a December 2008 general plan <br /> meeting and from a mailed request in November 2011. Walnut Street forms a T- <br /> intersection with Stambaugh Street and the intersection is currently uncontrolled. This <br /> section of Walnut Street carries a low volume of traffic and is within the downtown <br /> corridor with only one multi-unit residential property. <br /> ANALYSIS <br /> Staff investigated the feasibility of installing a stop sign on Walnut Street at its <br /> intersection with Stambaugh Street. A traffic count conducted at this intersection shows <br /> that Walnut Street has 443 vehicle trips in the southbound direction per day, while <br /> Stambaugh Street has 778 eastbound and 962 westbound trips per day. The 85th <br /> percentile speeds for this intersection is 20.8 mph on Stambaugh Street and 23.4 mph <br /> on Walnut Street. A pedestrian study conducted at this location found that <br /> approximately 47 pedestrians and 12 cyclists cross Walnut Street at Stambaugh Street <br /> per hour from 12:OOpm to 3:30pm. <br /> The intersection of Walnut Street and Stambaugh Street has a reasonable safety <br /> record. Police records show five crashes in the last five years, and two of those <br /> accidents involved bicyclists. Because the intersection is less than 50 feet from the <br /> intersection of Stambaugh Street and Maple Street, there are potential turning <br /> movement conflicts between these two intersections. In addition, Walnut Street <br /> intersects Stambaugh Street at an angle that decreases visibility of cars on Stambaugh <br /> Street travelling towards Maple Street. Given these existing conditions, staff <br /> recommends the installation of a stop sign at this intersection. <br />
