8. B. - Page 155
Standard noise abatement measures will be implemented.
All construction related impacts will be reduced to a Less than Significant
Level with implementation of the proposed mitigation measures.
■Impacts — Operational
All post-construction/operational impacts associated with Geology & Soils,
Hydrology, Air Quality, and Noise would be Less Than Significant.
■Siqnificant Impacts
• Cultural Resources (Subsurface) — There are no recorded prehistoric or
historic deposits on the site but there are two known Native American occupation
sites within one-half mile of the project site. The site was historically occupied by
the Boicelli Family ranch. The site could potentially contain subsurface
archaeological resources.
• All ground disturbing activities on-site will be monitored by a qualified
archaeologist. If artifacts and/or human remains are found, they will be
examined and addressed by qualified personnel in accordance with State law.
• Ground disturbing activities within the Caltrans right-of-way will also implement
standard Caltrans measures.
With implementation of proposed mitigation, impacts to subsurface archaeological
resources will be mitigated to a Less Than Significant Level
■Sipnificant Impacts
• Cultural Resources (Historic Structures) — The existing bowling alley building is
not considered a significant resource under CEQA as it is not eligible for the
California or National Registers.
• The Mel's Bowl sign was found to be significant resource under CEQA as it is
eligible for the California Register. The sign is significant because it is in the
iconic mid-century "Googie" style, is the best example of a Googie sign on the
ECR in Redwood City, and is associated with post-war car culture. The sign is
also eligible for listing on a local level under the City's criteria.
• The sign does not achieve significance at the National level.
■Sipnificant Impacts
Cultural Resources (Historic Structures) — Proposed mitigation measures include:
• Documentation: Sign will be documented (i.e., photographs and scaled drawings)
per National Register requirements prior to issuance of demolition permits.
• Relocation: Prior to issuance of demolition permits, the sign will be advertised
for relocation for no less than 45 days.
• Salvaqe: If, after the 45-day relocation advertisement period, the sign has not
been relocated, the applicant will make the sign available for salvage to
companies facilitating the reuse of historic building materials.
Documentation or salvage of the sign will not reduce the impact to a Less Than
Significant Level. Relocation of the sign to a comparable site along EI Camino Real in
perpetuity would reduce the impact to a Less Than Significant Level. Relocation to
any parcel on another roadway or relocation on ECR that is not directly along the
roadway frontage will not reduce the impact to a Less Than Significant Level.
