8. B. - Page 154 <br /> ■Biology — No habitat currently on-site. Project will remove 3 trees and plant 85 new <br /> trees. <br /> ■Hazardous Materials — No measurable levels of contamination on-site from previous <br /> land uses. No off-site contamination has migrated onto the site. Due to age of the <br /> building, lead-based paint and asbestos are likely to be present. Will be abated in <br /> accordance with National Emission Standards for Hazardous Air Pollutants guidelines <br /> and Cal-OSHA requirements. <br /> ■Land Use — No compatibility issue with surrounding land uses, no shade/shadow <br /> impacts, will not contribute to jobs/housing imbalance <br /> ■Energy — Project will result in an overall net increase in energy usage but will <br /> conform to 2010 California Green Building Code & include addition green building <br /> measures to reduce energy usage. The project will not result in the wasteful use of fuel <br /> or energy, substantially increase demand relative to projected supplies, or create greater <br /> distances between jobs and housing. <br /> ■ Greenhouse Gas Emissions — Project will not result in a substantial contribution to <br /> local/regional greenhouse gas (GHG) emissions during construction. Operational GHG <br /> emissions would not exceed BAAQMD thresholds. Green building measures will further <br /> reduce GHG emissions. <br /> ■ Public Services/Utilities — Project will not exceed existing infrastructure capacity or <br /> require new facilities to serve the project site. The increased use of public services & <br /> utility systems will not preclude City from meeting its service goals. <br /> ■ Transportation — Project will result in a net increase of 676 daily trips including 71 AM <br /> peak hour trips and 63 PM peak hour trips. Both study intersections (ECR/Center <br /> and ECR/Dumbarton) currently operate at LOS C and will continue to operate at LOS <br /> C with the project. <br /> No significant queuing issues were identified related to u-turns at these intersections. <br /> The project will be under parked by 35 spaces, but due to the project's close proximity to <br /> retail shopping facilities and because the project will only have one reserved space per <br /> unit, it meets the City's requirements for a parking reduction per the zoning ordinance. <br /> Si_pnificant Impacts — Construction <br /> ■Geology and Soils - Loss of topsoil due to wind and water erosion during <br /> construction. Will be mitigated by weatherizing the site. <br /> ■ Hydrology— Increased pollutant loads in storm water runoff during construction. <br /> Will be mitigated by implementing standard RWQCB BMPs. <br /> ■Air Quality— Significant dust could be generated during construction (i.e., demolition <br /> and grading). Will be mitigated by implementing standard BAAQMD BMPs. Health <br /> risk assessment determined that pollutant concentrations during construction would <br /> be below BAAQMD thresholds. <br /> ■Noise — Construction activities will temporarily increase ambient noise levels. <br /> Page 4 of 17 <br />
