The increase in wastewater generation by the
project is well within the City's unused capacity allocation at the
treatment plant. The project will pay a fair share fee toward
CIP improvements intended to address the Citywide cumulative
sanitary sewer capacity issue.
Summarv
Comments received on the Draft EIR did not result in any new significant information
and did not change the City's determination with respect to the significant impacts of the
proposed project.
❑ Elaine Breeze spoke about the Urban Housing Group. She stated UHG is a local
development company located in Palo Alto specializing in high quality infill multi-
family housing. She stated they are committed to excellent architecture and
execution in working with the community. She stated they have been meeting
with residents and business owners since July 2010 to obtain feedback and
address. She stated she met with Erika Crowley of the Leahy town homes
behind the site, then met with her HOA board president to review proposed
landscape screening solutions. Her board approved that recently. Ms. Breeze
presented a list of community groups and leaders that UHG has contacted to
obtain feedback during the last year and a half. She then presented proposed
project pedestrian improvements and surrounding storefront improvements that
she has been working with neighboring property owners on to improve
neighborhood aesthetics.
Community Benefits
❑ Improvements to the pedestrian experience, safety and comfort along EI Camino
Real
❑ Closing of the adult bookstore across the street
❑ Enhancement of the existing storefronts near the proposed project'
❑ Park fees for new park improvements or acquisition in Redwood City
❑ Pursuing a new home for Mel's Bowl sign
She discussed the existing conditions on EI Camino and described the proposed project.
She noted the crosswalk, stating that there is limited striping and signage and requires a
pedestrian to cross six lanes. During the community outreach project this appeared to
be an issue with neighborhood safety concerns. The proposed plan has been
resubmitted with a straightened crosswalk, a widened pedestrian refuge halfway
through, and new striping and signage. She spoke about the commercial storefront
enhancement plan. She noted the adult bookstore will be closed. She noted the work
with six other retail owners and their tenants around the site to help them enhance their
retail storefronts, including paint, new signage, awnings, lighting, removing bars from
windows and upgrading windows. She noted that this project would generate over a
million dollars for Redwood City in park fees. She addressed the Mel's Bowl sign. She
stated that they cold-called businesses in the area to see if they would be interested in
Page 8 of 17
