Hold a public hearing on Ordinance amending Sections 20.117 and 20.118 of <br /> Division 4, Section 20.150 of Division 5, and Sections 20.184 and 20.186 of Article VII <br /> of Chapter 20 of the Code of the City of Redwood City relating to Parking in the <br /> Downtown Area. <br /> 2. Waive first reading and introduce Ordinance amending Sections 20.117 and <br /> 20.118 of Division 4, Section 20.150 of Division 5, and Sections 20.184 and 20.186 of <br /> Article VII of Chapter 20 of the Code of the City of Redwood City relating to Parking in <br /> the Downtown Area. <br /> BACKGROUND <br /> Evolving parking patterns related to changes in parking demand and downtown activity <br /> make revisions to the parking ordinance necessary. The parking ordinance restricts <br /> parking in Library Lot C to city fleet vehicles, city staff, and permit holders. There is a <br /> high demand for parking in this area due to the amount and popularity of downtown <br /> events and business activity. <br /> ANALYSIS <br /> Staff recommends amending various sections of the Parking Ordinance to reflect the <br /> following modifications: <br /> (1) expand use of Library Lot C by including it in the downtown off-street <br /> meter zone; and <br /> (2) separate Pennsylvania Avenue from Library Lot C and include <br /> Pennsylvania Avenue in the downtown on-street meter zone. <br /> The proposed revisions make the parking rules in Library Lot C consistent with those in <br /> the adjacent Library Lot B. Both lots would still be available for city staff and fleet <br /> vehicle parking. Library Lot C would be incorporated into the pay-by-space meter <br /> system, which would make 33 spaces available to the general public. To further <br /> increase the availability of parking in Library Lot C, most fleet vehicles are now parked <br />
