Economic and social changes may be addressed under CEQA only if they will produce changes in the physical environment, such as urban decay. However, redevelopment of an underutilized property along a major transportation corridor with a new, 141-unit, transit-oriented, infill housing project will not result in an urban decay impact. ALTERNATIVES • Uphold the appeal(s), thereby overturning the Planning Commissions certification of the EIR and Project approvals. The City Council will need to make the findings required by Government Code Section 65589.5 if it overturns the Planning Commission's Project approvals thereby denying the Project. • Deny the appeal(s), thereby upholding the Planning Commission's certification of the EIR and approval of the Planned Development Permit and Vesting Tentative Map without changes. This is the City Manager's and City Staff's recommendation. • Deny the appeal(s), thereby upholding the Planning Commission's certification of the EIR, but require revisions to the Planned Development Permit and/or the Vesting Tentative Map conditions of approval. FISCAL IMPACT No fiscal impact to the City's general fund is expected for reviewing the development proposal as the proposal is covered by the Redwood City cost recovery system. The applicant has submitted a deposit to cover the cost of staff time and consultant services needed to review the development proposal.
