However, redevelopment of an underutilized <br /> property along a major transportation corridor with a new, 141-unit, transit-oriented, infill <br /> housing project will not result in an urban decay impact. <br /> ALTERNATIVES <br /> • Uphold the appeal(s), thereby overturning the Planning Commissions certification <br /> of the EIR and Project approvals. The City Council will need to make the findings <br /> required by Government Code Section 65589.5 if it overturns the Planning <br /> Commission's Project approvals thereby denying the Project. <br /> • Deny the appeal(s), thereby upholding the Planning Commission's certification of <br /> the EIR and approval of the Planned Development Permit and Vesting Tentative <br /> Map without changes. This is the City Manager's and City Staff's <br /> recommendation. <br /> • Deny the appeal(s), thereby upholding the Planning Commission's certification of <br /> the EIR, but require revisions to the Planned Development Permit and/or the <br /> Vesting Tentative Map conditions of approval. <br /> FISCAL IMPACT <br /> No fiscal impact to the City's general fund is expected for reviewing the development <br /> proposal as the proposal is covered by the Redwood City cost recovery system.
