Kevin Leddy make co mments about the cost of a possible special election and he asked
about the cost of democracy. He commented that the cost will be $1.25 per voter and he
left his $1.25 contribution at the podium.
Marianna Raymond thanked the Council for the {fgr n" efforts that are taking place in
Redwood City and the addition of Ms. Beth Ross to City staff. Ms. Raymond said she
supports this measure because this pertains t a 4,000 acre property and she believes
that a two-thirds vote is the correct way to get people's input.
Lou Covey, with Sustainable Redwood City, believes this proposal will stop many other
efforts the Council is engaged Ire. He opined this is the vote of the minority and he does not
think this approach p the majority rule. Mr. Covey does not believe residents should
sign the petition.
Adrian Brandt said he is disturbed with the public dialogue and he finds it divisive. H
opined that the measure merely provides the voter an opportunity to mment on
development and he finds it appropriate. He believes this will create better proposals and
will ensure that future Councils will have to meet the high standard of a two-thirds vote.
Pat Dixon explained why she is against this particular Charter A mendment. Ms. Dixon said
that she has been involved with the Salt w rks. 50/50 proposal and she supports it. She
values the land that Redwood City has available, and she believes the development gill be
done with caution.
Charlene Wright addressed the Council regarding democracy and how she views the
elected officials as those representing the people. Ms. Wright trusts the voters, and opined
that they in turn trust the Council that they elected.
Scott Sammons n posed questions regarding the cost of the Charter Amendment and how it
will be handled. Mr. Sammons asked how this will impact future development and he asked
if there are other jurisdictions that have similar initiatives. Mr. Sammons believes this is a
gray t s top development.
Rich Pan lli, has been a resident' for over two decades, and his main concern is the
children. He is with Sustainable Redw d City, and said he represents the silent majority.
Mr. Pan lii asked for a compromise instead of what he considers a group of people trying t o
enforce their viers. He does not believe this is about Salt r rks because there is no
concrete plan yet. Mr. Pan iii trusts the elected officials and his group is about having a
voice for multiple issues instead of being limited to one item such as Open Space.
John Nelson expressed his opposition to the idea of a two-thirds vote requirement because
he does not find it reasonable growth but a "no growth" proposal. He supports well thought
out growth so future generations can continue residing here. Mr. Nelson believes the
Council is capabie of making informed decisions. Mr. Nelson does not want to have to make
a decision on each project and he trusts the Council to make those choices. He opposes
JOINT CITY COUNCIUR V L PME TAGENCYBOARD MEETING APRIL. 1 , 2008
MINUTES PAGE
MINUTE BOOK N. 62
Page N. 62
