General Plan process and Mr. Yamamoto replied that legal staff and planning Department <br />staff are working diligently on understanding the repercussions for that process. Other <br />Council Members ers asked that possible implications for the Port of R edwood City, marinas at <br />West Point, and other areas be explained in detail to the Council and community. Mr. <br />Yamamoto said that he would come back with answers on the specific questions posed. He <br />provided specific details about the annexation action and de- annexation of an area around <br />Canada College. Lard swaps and donations of lends were also brought up as a c oncern. <br />The child Genter and the Port were also placed on the table and the unintended <br />consequences of what this might mean. <br />Mayor Foust spoke about the Council's approach to s starina ility and hoer committed the <br />Council is to public process. She also spoke about private meetings and recent calls she <br />got from Mr. David Lewis and Mr. Stephen knight and hove in her opinion this initiative was <br />a surprise. Mayor Foust explained that she had told then that the City wanted to have a <br />City led process regarding Cargill and so it was a surprise when this came to light without <br />any information being given in advance as a courtesy to the Council. She reiterated' that she <br />had mentioned in February to Friends of Redwood City that the City wanted to do a City led <br />public participation process that was inclusive and representative. The issue of the <br />November 2004 referendum came yap and the Mayor explained hoar the Council listens to <br />the community and welcomes public input and transparency. <br />Mayor Foust stated that she expected more respect and communication prior to the press <br />conference and the notice to circulate. She was disappointed at the approach and the lack <br />of process and initiative to inform the elected officials. Mayor Foust encouraged everyone <br />to stay engaged. <br />B, Update on the Community Working Group on Bicycle/Pedestrian issues, and <br />recommended next steps. <br />Recommendation: <br />1. Conclude the trial period of the Community Working Group on <br />Bicycle /Pedestrian Issues ("Working Group" a acknowledge the Workin <br />Group's accomplishments. <br />2. Indicate consensus to the question: Does the City Council find that adding an <br />advisory oomMittee to the City's structure provides benefits to the community <br />and nexus to Council priorities that justify additional staffing efforts and <br />associated costs? <br />3. Provide input on the preferred scope of a new Council-appointed Bicycle and <br />Pedestrian Advisory Committee ( "Advisory Committee"), including tasks to <br />address, as well as tasks that fall outside the Advisory Committee's scope. <br />4.
